The research method was descriptive research that included a case study of 3  elementary schools under 3 Chonburi Primary Educational Service Area Office. There were 336 informants consisting of 6 administrators, 52 grade six teachers and 278 grade-six students. The research instruments were the current desirable state questionnaires of primary school academic administration and rating scale applicability and possibility evaluations of guidelines for Academic Affairs management. The data were analyzed by content analysis, frequency, percentage, mean, standard deviation PNI<sub>modified.</sub> and mode.</p> <p>The results were as follows: 1) The First priority needs index was for evaluation of participation in social media (PNI<sub>modified</sub> = 0.629). 2).
