Initially, it was published in a small format of booklet primarily in Thai language on a yearly basis. But from 2012 onwards, the volume of the Journal has been enlarged with varieties of contents to include articles in English as well in Chinese language. Beginning from 2015 the publication is scheduled to be published twice yearly to accommodate with the increasing demands for research publication requirement.&nbsp;</p> <p>The purpose of this Journal aims to disseminate knowledge on the region of East Asia including ASEAN countries in various disciplines, as this part of Asia&nbsp; is moving closer together towards a tightly link area. This article seeks to examine the role of Chinese nationalism and its impact on the policymaking and behavior of the government under Xi Jinping’s leadership, specifically in the case of the Diaoyu/Senkaku Islands dispute. The author applies a neoclassical realist framework that conceptualizes nationalism as a domestic-level variable to analyze China’s foreign policy choices across different contexts. The findings reveal that nationalist pressures have played a significant role in pushing China toward a more assertive stance on the Diaoyu Islands dispute. However, the influence of nationalism remains constrained by structural factors and domestic contexts. As a result, the Xi administration has not pursued an unrestrained nationalist policy, but rather has sought to strike a balance between responding to domestic nationalist sentiments and managing external relations. It highlights the causes of inequality, such as the unbalanced economic development between urban and rural areas, disparities in education and income, and challenges arising from policies like the One-Child Policy and the household registration system (Hukou). The article also discusses the Chinese government's efforts to reduce inequality through economic and social policy reforms, particularly the 14th Five-Year Plan and the "Common Prosperity" policy, which emphasize income redistribution, infrastructure development, and improving the quality of life for rural populations. <br />The analysis reveals that despite China's tremendous economic success over the past decades, inequality remains a significant issue that impacts the stability and sustainability of Chinese society in the long term. The study employs document analysis and interviews with media officials from the Matichon-Khaosod Group. The findings reveal that the Chinese government supports media policies abroad to promote a positive national image, which has led China media to play a significant role in public diplomacy in implementing these policies. The Chinese government has also encouraged China media to engage with the Thai media landscape through various forms of cooperation.</p> <p> An interesting case study is the long-standing media cooperation between the Matichon-Khaosod Group and Xinhua News Agency, which can be explained through the concept of media and foreign policy. This cooperation illustrates the joint effort between Thai media and the Chinese government to set the news agenda about China. A qualitative research approach was employed, utilizing document analysis, in-depth interviews, and focus group discussions with stakeholders and experts. The findings reveal that Trang Municipality exhibits a lack of readiness, particularly in infrastructure—affected by delayed or stalled development projects—as well as in data management, attitudes toward technology adoption among administrators, personnel, and citizens, and limited multi-sectoral participation. The study proposes a three-phase development plan: (1) short-term—developing staff competencies and data systems, (2) medium-term—upgrading smart infrastructure, and (3) long-term—promoting innovation and the digital economy to drive Trang toward sustainable smart city development.</p> 2025-06-28T00:00:00+07:00 Copyright (c) 2025 วารสารเอเชียตะวันออกและอาเซียนศึกษา https://so01.tci-thaijo.org/index.php/eascramJ/article/view/279415 THE POLICY ON LAND AND BUILDING TAXATION WITHIN BANGKOK METROPOLITAN AREAS FROM 2019 TO 2024 2025-03-03T16:23:28+07:00 Montri Boonyapongpan montriboonya10@gmail.com Kriangchai Pungprawat kriangchai@ru.ac.th Nattapong Boonlue nboonunp@gmail.com Nipon Sohheng musa1234@yahoo.com <p>In this dissertation, the researcher examines (1) the policy on the land and building taxation within Bangkok Metropolis from 2019 to 2024; investigates (2) the problems and obstacles of the policy implementation; and studies (3) the guidelines for improving and solving the problems of the policy using the conceptual frameworks of the public policy implementation, public finance, and fiscal decentralization as well as property taxation. The technique of qualitative research was employed. <br />Findings are as follows. (1) This progressive tax rate policy is the transition from the house and land tax policy to the land and building tax under the Land and Building Tax Act B.E. 2562 (2019), adopting a value-based taxation approach and differentiating tax rates based on property usage. The purposes of the policy are to increase local revenue, enhance transparency and fairness, promote fiscal decentralization, increase efficiency in land utilization, and discourage unnecessary property holdings. This policy is a measure to stimulate land utilization. Waste land taxation at a high rate also encourages land utilization. (2) The initial phase of the policy implementation faced major problems and obstacles consisting of delays in the law enforcement, inadequate personnel preparedness and incomplete property data, tax avoidance exploiting legal loopholes, and the determination of tax rates not in consonance with the area’s potential. Loopholes in taxation remain in the aspect of excluding the cumulative value of all properties in stepwise tax calculations. The policy enforcement during the COVID-19 pandemic further reduced tax revenue. The government solved the problems by using the tax reduction measures to alleviate the public burden. (3) The guidelines to solve the problems are that the Bangkok Metropolitan Administration (BMA) can increase tax collection efficiency as aimed through an improvement of <br />the database systems and internal management i.e. using information technology to support tax collection; offering awards to foster motivation; and determining appropriate tax rates to align with land use characteristics. <br />Recommendations from the research findings are as follows. Increase tax rates in high-potential business areas. Reduce the minimum taxable property value to expand the taxpayer base. Introduce the principle of tax deduction for donors to the BMA to foster cooperation and support long-term tax collection. The land and building tax policy of the BMA is a major step in the property tax reform in Thailand. The findings indicate that the World Justice Project has reported a continuous decline in Thailand's Rule of Law score. Upon further analysis, it was found that 7 out of 8 indicators experienced a drop in scores. The issues leading to the deterioration of the Rule of Law and Good Governance include problems with data access and management, flaws in the justice process and limitations on government power, issues with legal frameworks and governmental adaptability, shortcomings in oversight and corruption prevention, and challenges in managing and developing public resources. Improvement the Rule of Law and Good Governance in Thailand, the study suggests two key areas of development. First, policy tools for the public sector should focus on creating an open government, fostering public sector innovation, implementing asset and interest disclosure systems, ensuring transparency in beneficial ownership, and enhancing information sharing and cooperation in combating tax-related crimes. Samples of the quantitative research comprised 400 people. Data was analyzed using frequency, percentage, mean, standard deviation, t-test, One-way ANOVA, and multiple regression analysis. Samples of the qualitative research comprised 12 key informants. Data was collected through in-depth interviews and analyzed by using content analysis.
