The researcher has employed a qualitative research method by conducting documentary reviews and performing in-depth interviews.</p> <p>It was found that the benefits and income distribution to local communities are low. Tourism causes the change of society, lifestyle and culture of local people as well as deteriorates natural resources and the environment. Local communities, civil societies and private sector have low participation in tourism development. The problems and hindrances in implementation of tourism development are the operation on sustainable tourism development among organizations is poor, law enforcement is inefficient, the problem of influential persons and interest groups, the lack of discipline and awareness of local people and tourists, the budget shortages, and the personnel shortage in both quantity and quality.
