This article employs a qualitative research approach, utilizing Participation Action Research-PAR and supplemented by collecting data from documentary research, In-dept interview and focus group. The findings indicate that prior to the National Council for Peace and Order (NCPO) government, there were conflicts over coastal resources between local fishing boats and commercial fishing boats. After the NCPO government took office, stricter laws and penalties were enforced, prompting local coastal fisheries to begin conservation efforts, such as creating artificial fish habitats within the three-nautical-mile zone. However, the resource management Problems that remain unresolved include the ban on offshore fishing, the destruction of coastal seabeds by jellyfish trawlers, the lack of community unity in rule-making, pressure to reduce the coastal fishing zone, and inadequate representation of local coastal fisheries in participatory processes. The proposed model for common-pool resources based on sustainable ecological security includes the principles of common-pool resources, community self-governance, co-governance with government agencies, network management and resource user identification.</p> <p> </p> 2024-12-27T00:00:00+07:00 Copyright (c) 2024 Burapha Journal of Political Economy https://so01.tci-thaijo.org/index.php/pegbuu/article/view/276953 Siam and ‘Family of Nations’: International Political Thought of King Vajiravudh 2024-10-28T12:50:24+07:00 Siwapon Chompupun siwa_ball@hotmail.com <p>This research article studies the international political thought of King Vajiravudh (Rama VI) with two primary objectives: 1) to analyze the formation of His Majesty's international political thought, and 2) to investigate the significant characteristics of His Majesty's international political thought. The study employs a framework of the history of political thought by examining the "texts" and "contexts" of his important works. The findings indicate that his personal experiences and Western education in Europe significantly influenced the development of his international political thought. A key aspect of King Vajiravudh's international political thought is the view of international relations as a form of an international society, often referred to as a "Family of Nations," governed by institutional norms and practices of international law. The political changes occurring at the beginning of the 20th century also impacted his international political thought regarding the equality of states, with the aim of elevating Siam's status to be on par with other civilized nations.</p> 2024-12-27T00:00:00+07:00 Copyright (c) 2024 Burapha Journal of Political Economy https://so01.tci-thaijo.org/index.php/pegbuu/article/view/277234 Looking Back to Move Forward: Reflections on Human Rights Progression from Two Decades of National Human Rights Commission of Thailand 2024-11-28T19:17:42+07:00 Padtheera Narkurairattana padtheera.nak@mahidol.edu Nuengnaya Laingam nuengnaya.l@msu.ac.th <p>This research article aims to study the expectations and perspectives regarding the role of the National Human Rights Commission (NHRC), as well as to analyze the problems and challenges faced by the NHRC over the past two decades. A qualitative research method was employed, collecting data from documents and conducting: 1) in-depth interviews with 23 stakeholders involved in human rights work in Thai society and related to the NHRC, and 2) focus group discussions with 33 individuals from organizations working to promote human rights.</p> <p> The research findings indicate that stakeholders have very high expectations for the role of protecting and promoting human rights. However, the work of the NHRC has not sufficiently met these needs, focusing more on promoting human rights rather than protecting them. Challenges faced by the National Human Rights Organization have been apparent since before the establishment of the organization under constitutional law. After its establishment, various challenges arose, including societal views that perceive human rights as a Western, and the cultural and political environment in Thailand that poses significant obstacles. As a result, the work of the NHRC is perceived as slow and ineffective in protecting civil rights, described as a paper tiger. There is also a lack of communication with the public to raise awareness of its work in protecting and promoting human rights. The research further found that the public expects the NHRC to serve as a facilitator to coordinate between agencies, opening spaces to empower citizens and becoming more of a refuge for the public than it currently is. This forestry business was the result of the expansion of power to seek economic benefits from the abundance of natural resources in Southeast Asia by European countries, especially after the Industrial Revolution in Europe in the 18th century, when Western countries competed in expanding their power and demanding more natural resources to meet industrial production that required more raw materials and trade markets, leading to the ideology of Western imperialism and the search for colonies in various territories in the 19th century. As a result, the Western empire extended its influence to Siam and Lanna, especially Lanna, which had abundant forests, which the West was interested in entering to do forestry business. In the beginning, it was done by small-scale Western subordinates who came to contact the Lanna lords directly. However, there were problems in making loose contracts, causing overlapping requests to lease forests, which led to disputes until the West and Siam had to come and solve the problem. Later, an international treaty was made to make forestry business clearer and protect the interests of foreigners. Western forestry companies have been operating forestry business in Lanna for more than half a century, which has created major economic, social, and political changes for Lanna.
