Senior Citizen – Related Operations of Subdistrict-Level Local Administrative Organizations in Nakhon Ratchasima Province

ABSTRACT

            This research aims to study operations, operation comparisons by local administrative form, and explore how to promote operations regarding the elderly of sub-district administrative organizations (SAO) in Nakhon Ratchasima Province. Samples include 47 municipalities and 134 SAOs. Informants are 181 municipal clerks and chief administrators of the SAOs. The research methodology involves 2 steps. Data are collected using questionnaires and analyzed by means of frequency, percentage, standard deviation, and t-test for independent samples and structured interviews. Informants include 8 chief administrators and community developers of local administrative organizations as well as directors of district health promotion hospitals. Then the data’s contexts are analyzed. The research finds that the overall level of operations regarding the elderly in SAOs is moderate. The aspect with the highest average is recreation while the lowest is housing. With respect to comparisons among operations by local administrative form, there is a significant difference at the .05 statistical level of significance. Operations regarding the elderly conducted by municipalities are higher than those of SAOs in all aspects. It is recommended that local administrative organizations should survey data on the elderly with life-assisting equipment demand for their living and promote creation of occupational groups that are appropriate for the elderly in the locality.  Foster homes by family ties should be provided while dissemination and exchange of the elderly’s wisdom should be encouraged in various forms. Disaster respond plan rehearsal should be determined in the local administrative organization’s program. The elderly’s helper should also be temporarily hired.
