Abstract

The research has two objectives as follows: (1) to study the influencing factors towards public policy for promoting public health policy of monks in the 9th ecclesiastical region and (2) to study the model  of public health policy operation for Buddhist  monks in the 9th ecclesiastical region.

              This is a mixed research i.e. quantitative study by using questionnaire and qualitative study by interview, and group discussion. A sample of 390 monks was used dy research groups for monks in the four provinces of Khon Kean, Mahasarakham, Kalasin, and Roi-et, chosen from a total population of 17,123 Buddhist monks above 50 year old. For interviewing, the target group used was 44 monks by interview from temples, the public sector, and the community. The tools for the research were questionnaire and interview form. The survey results were percentage, analyzed using a complete social science computer program which used statistics, frequency, percentage, standard deviation, and used a multiple reverse analysis by using a sequential selection of variables to comprise this discussion. The results of study were as follow: 1. Influencing Factors towards the Public Policy operation of health promotion Buddhist monks in the 9th ecclesiastical region by statistically significant at .05 level. were; participation of community (0.205), helping from the partner network (0.200) and community culture (0.110).   2. A model of operation public policy for Buddhist monks health promote in the 9th ecclesiastical region consists of 3 approaches as follows: 1.Health public sector should organize a committee to look after the health of Buddhist monks by creating a yearly strategic plan, and encourage community co-operation in making policies for the purpose of enactment, quality health service improvement regulations, establish the format of Buddhist monk health promotion through cooperation between the public sector and community leaders. 2. Approaches for enacting the health promoting policies include: Organize activities that involve the public sector unit, invite knowledgeable experts to come train and advice on initial first aid related to health in order to adjust the way of life and reduce the risk of disease for monks, promote public relations. 3. Approaches for health promoting policy evaluation including: Setting the form of monk health assessment by co-operating the public sector in assessment of Buddhist monk health, assessing according to strategies to perform by asking for information and listening, plan making, situation analysis about the Buddhist monk health problem in aspects by creating a database system, assessing with a survey after enacting policies,
