Presently, the digital and technologies evolution brings out the disruptive change which considered as the double-edged sword for the local government in 21th century. Arguably, the adaptive organizations that able to transform themselves in becoming the digital government would be able to cherish the maximize benefits. To achieve the best scenario, one of the most challenges issues is to empower the IT literacy in public officer. In this participatory research objectives of, “Running Lean: Mapping IT Literacy Pathways for Local Government to be the Public Entrepreneur in Thailand 4.0” are 1) to assess the level of IT literacy skill in Pakkred municipality officers 2) to study the success and failure factor for developing IT literacy skill of Pakkred municipality officers and 3) to propose the plausible IT literacy framework for Pakkred municipality. Methodologically, the approaches equipped with both quantitative and qualitative by applying the various instruments. A 300 set of questionnaires distributed to survey the respondents’ skills and attitude. The qualitative techniques were documentary research, in-depth interview and, focus group discussion with the descriptive statistical analysis and content analysis. First, the assessment of IT literacy skill indicates that the samplings have IT literacy skill at various stage which are digital foundation skill at 82.12% , problem solving skill at 76.17% , handing information and content skill at 72.18% , IT safety and legal skill at 71.64%  and communication skill at 58.74% respectively. Second, there are eight key success and failure factors of developing IT literacy skill in Pakkred municipality officers. The top three factors are the network stability, the updated IT hardware, and the human resource capability. The rest of contributed factors are related IT literacy law and regulation, the nation policies and strategies, the organization leader’s attitude, the directors’ attitude, and the organization culture. Third, a lean canvas has been used as a framework to approach the IT literacy mapping for Pakkred municipality. It allows to easily visualize the key components of the model which useful for uncertain environments. The main components defining the model are the following; 1) priority beneficiary segments 2) needs for each segment 3) value proposition 4) types of projects 5) project approaches 6) key indicators and 7) sustainability of the model as a public service. Moreover, there are three phases of value ladder which are 1) know 2) know-how and 3). know the target.
