ประสิทธิผลของนโยบายกระจายอำนาจสู่ท้องถิ่น: ศึกษาเฉพาะกรณีองค์การบริหารส่วนตำบลในอำเภอเมืองจังหวัดสิงห์บุรี

Abstract

การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ (1) ประเมินประสิทธิผลของนโยบายกระจายอำนาจสู่ท้องถิ่นในรูปขององค์การบริหารส่วนตำบล ได้แก่ การเป็นสถาบันฝึกฝนและเรียนรู้ถึงการปกครองในระบอบประชาธิปไตยสามารถสนองตอบความต้องการในการแก้ไขปัญหาท้องถิ่นในด้านเศรษฐกิจ สังคมและวัฒนธรรม การมีรายได้มีเงินงบประมาณเป็ ของตนเองเพียงพอจะสร้างสรรค์ความเจริญให้กับท้องถิ่นได้ จงเป็นการแบ่งเบาภาระของรัฐบาลทั้งในด้านเงิน ตัวบุคคล ตลอดจนเวลาทีใช้ในการดำเนินการ สามารถจัดเก็บภาษีอากรซึ่งเป็นวิธีหารายได้ให้กับท้องถิ่น เพื่อนำไปใช้ในการบริหารกิจการของท้องถิ่นทำให้ประหยัดงบประมาณของรัฐบาลที่ต้องจ่ายใหกับท้องถิ่นทั่วประเทศเป็นอันมาก (2) เพื่อศึกษาปัจจัยต่าง ๆ ขององค์การบริหารส่วนตำบลที่มีผลต่อประสิทธิผลของนโยบายกระจายอำนาจสู่ท้องถิ่น ได้แก่ ปัจจัยด้านองค์กร ผู้นำการบริหารพนักงานส่วนตำบล และด้านประชาชน (3) เพื่อวิเคราะห์ปัจจัยที่มีผลต่อประสิทธิผลของนโยบายกระจายอำนาจสู่ท้องถิ่นในรูปขององค์การบริหารส่วนตำบล (4) เพื่อเสนอแนะในการปรับปรุงการดำเนินงานขององค์การบริหารสวนตำบลในเขตอำเภอเมือง จังหวัดสิงห์บุรีกลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ กลุ่มตัวอย่างจากกรรมการบริหารกับสมาชิกสภาองค์การบริหารส่วนตำบล จำนวน 76 คน พนักงานส่วนตำบลจำนวน 151 คน และประชาชน จำนวน 179 คน รวมจำนวนทั้งสิ้น 406 คน ใน 7 ตำบล ในเขตอำเภอเมือง จังหวัดสิงห์บุรี โดยใชวิธีเก็บแบบสอบถามจากกลุ่มตัวอย่าง
ผลการศึกษาพบว่า
1. ผลการทดสอบสมมติฐานเกี่ยวกับปัจจัยที่มีผลต่อการบรรลุวัตถุประสงค์ของนโยบายกระจายอำนาจสู่ท้องถิ่น จำแนกตามปัจจัยด้านองค์การพบว่า ปัจจัยด้านองค์การได้แก่ องค์การบริหารส่วนตำบลที่แตกต่างกันมีผลต่อการบรรลวัตถุประสงค์ของนโยบายกระจายอำานาจสูท้องถิ่นทั้งหมด และการสนองตอบความต้องการทั้งหมด แต่ไม่มีผลตอการเป็นสถาบันฝึกฝนและเรียนรู้ถึงการปกครองในระบอบประชาธปไตย2. ผลการทดสอบสมมติฐานเกี่ยวกับปัจจัยที่มีผลต่อการบรรลุวัตถุประสงค์ของนโยบายกระจายอำนาจสู่ท้องถิ่น จำแนกตามปัจจัยด้านประชาชน พบว่าปัจจัยที่มีผลต่อการประเมินการบรรลุวัตถุประสงค์ของนโยบายกระจายอำนาจสู่ท้องถิ่นทั้งหมดพบวา เพศ อายุการศึกษา และอาชีพที่แตกต่างกัน จะมีความคิดเห็นต่อการประเมินการบรรลุวัตถุประสงค์ของนโยบายกระจายอำนาจสู่ท้องถิ่นทั้งหมดแตกต่างกัน

The aim of this research is (1) To evaluate the effectiveness of the decentralization policy in the form of the Tambon Administration Organization in the following aspects: as an institution for training and giving knowledge with regard to a democratic means of government that is capable of responding to the need to solve local economic, social and cultural problems; as an institution that has its own budget, sufficient to develop its own growth. This will relieve the government’s burden both in terms of financial matters and personnel, as well as the time involved. The local administration is able to collect taxes as a way to gain income for the locality in order to administer local affairs. This greatly reduces the budget the government allocates to local administrations throughout the county. The aim of this research is also (2) To study various factors of the Tambon Administration Organization effectiveness of the decentralization policy regarding the organization, Tambon personnel and the general public, (3) To analyze factors affecting the effectiveness of the decentralization policyin the form of the Tambon Administration Organization. (4) Recommend improvements to the operation of the Tambon Administration Organization. of AmphoeSingburi.
The research population consisted of 406 people in 7 Tanbon in AmphoeSingburi: 151 Tambon personnel and 179 members of the general public.151 members of the gen- eral public and 179 people. The research tool consisted of questionnaires.
The findings were as follows:
1. The results from the hypothesis regarding the factors affecting the achievement of the decentralization policy classified by factors of the organization indicated that organizational factors such as the Tambon Administration Organizations which were different, affected achievement of the objectives of the decentralization policy. With regard to the election and the responses to the overall need. However, there was no effect in terms of being an institution for training and having knowledge about democratic government.
2. The results from the hypothesis regarding the factors affecting the achievement of the objectives of the decentralization policy classified by factors regarding the general public indicated that the factors affecting the evaluation of the achievement of the overall decentralization policy: sex, age, level of education and different occupation, had difference in terms of their opinions regarding their evaluation of the achievement of the objectives of the decentralization policy
