Abstract

การสร้างเครือข่ายความร่วมมือของสถานศึกษาเป็นกลยุทธ์ที่สำคัญในการพัฒนาคุณภาพการศึกษา ซึ่งจำเป็นต้องอาศัยความร่วมมือจากภาคีต่างๆ จำนวนมากและมีคุณภาพเพียงพอ มาช่วยกันผลักดันการศึกษาในส่วนที่ตนเอง สามารถกระทำได้ เครือข่ายความร่วมมือเป็นกลุ่ม หรือองค์กร หรือหน่วยงาน หรือบุคคล ที่ทำงาน ในลักษณะคล้ายคลึงกัน โดยมีเป้าหมายเดียวกัน มีความต้องการร่วมกันดำเนินกิจกรรมที่เป็นประเด็นปัญหาร่วม โดยเข้าร่วมมือกันเพื่อดำเนิน กิจกรรมต่างๆ อันจะเป็นประโยชน์ร่วมกัน ซึ่ง จะนำไปสู่การสร้างพลังและความแข็งแกร่งใน การผลักดันให้เกิดผลในการแก้ปัญหาร่วมกันใน อนาคต องค์ประกอบหลักที่สำคัญของเครือข่าย ร่วมมือ ได้แก่ 1) การมีวิสัยทัศน์ร่วมกัน 2) สมาชิก และโครงสร้างของเครือข่าย 3) การมีส่วนร่วมของ สมาชิกเครืข่าย 4) การทำหนดทำหน้าที่อย่างมีจิตสำนึก 5) กิจกรรมของกลุ่มเครือข่าย 6) การเรียนรู้และ การพัฒนาบุคลากรเครือข่าย การจัดประเภทของ เครือข่าย ขึ้นอยู่กับกิจกรรมที่เครือข่ายกำหนดขึ้น เครือข่ายความร่วมมือการบริหารจัดการสถานศึกษาระหว่างสถานศึกษาขั้นพื้นฐานด้วยกัน ก็เป็นรูปแบบหนึ่งของเครือข่ายความร่วมมือที่มีเป้าหมายร่วมกันในการพัฒนาคุณภาพการศึกษา การสร้างเครือข่ายความร่วมมือ จึงถือเป็นกลยุทธ์สำคัญที่ช่วยขับเคลื่อนให้สถานศึกษาพัฒนาสู่มาตรฐาน ซึ่งการดำเนินการสร้างเครือข่ายให้ได้ผลและมีประสิทธิภาพ ควรดำเนินการอย่างเป็นระบบเริ่มตั้งแต่ 1) การสร้างจิตสำนึกที่จะทำงานร่วมกัน 2) การเตรียมการและแสวงหาผู้ร่วมพัฒนา 3) การสร้างข้อตกลงและร่วมวางแผน 4) การร่วมดำเนินงานและกำกับติดตาม 5) การธำรงรักษาเครือข่าย การสร้างความเข้มแข็งและความต่อเนื่องของเครือข่าย

To create a network of cooperation among educational institutions is an important strategy to improve the quality of education which requires cooperation from different parties. The parties have enough quality to reinforce education in the parts that can be performed. Network cooperation as a group or organizations or agencies or a person that works in similar way with the same goal has the need to push on activities that have common issues by joining hands to carry out the useful ones. That leads to create a power and strength to push the effect in problem solving in the future. The main elements of the network collaboration are 1) having a shared vision, 2) members and network structure, 3) participation of members of the network, 4) the acting in awareness, 5) the activities of the network group and 6) learning and development of network persons. Classification of network is based on network activities. The network of the educational management of the basic education schools is another model of cooperation network with the shared goal in the development of education quality. To create network for cooperation, it is considered an important strategy that helps propel the development of education to standards. Network action quickly and efficiently should be systematically starting from 1) creating awareness to work together, 2) preparation and seek joint development, 3) creating agreement and joint planning, 4) joint operations and supervised and 5) maintaining the network to build the strength and continuity of the network.
