การบริหารงานตามหลักธรรมาภิบาลของโรงเรียนในสังกัดสำนักงาน เขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 2

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาสภาพ ข้อเสนอแนะและแนวทางการบริหาร งานตามหลักธรรมาภิบาลของโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษา กาฬสินธุ์ เขต 2 กลุ่มตัวอย่างที่ใช้ในการวิจัย คือ คณะกรรมการสถานศึกษาขั้นพื้นฐานและครูผู้สอนของโรงเรียนในสังกัดสำนักงาน เขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 2 ปีการศึกษา 2554 จำนวน 720 คน กำหนดขนาดของ กลุ่มตัวอย่างโดยใช้ตารางของเครจซี่และมอร์แกน สุ่มตัวอย่างโดยการสุ่มแบบหลายชั้นและการสุ่ม อย่างง่ายโดยการจับฉลากเครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถามสภาพการบริหารงานตามหลักธรรมาภิบาลของโรงเรียนในสังกัดสำนักงาน เขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 2 จำแนกตามงาน 4 งาน ตามหลักธรรมาภิบาล จำนวน 55 ข้อ โดยที่แบบสอบถามมีค่าดัชนีความ สอดคล้องตั้งแต่ 0.5 ขึ้นไปทุกข้อ และมีความเชื่อมั่นทั้งฉบับเท่ากับ 0.88 และแบบสัมภาษณ์แบบมีโครงสร้างการวิเคราะห์ข้อมูลใช้โปรแกรมคอมพิวเตอร์สำเร็จรูปหาค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และพรรณนาวิเคราะห์ผลการวิจัย ปรากฏผลดังนี้

1. สภาพการบริหารงานตามหลักธรรมาภิบาลของโรงเรียนในสังกัดสำนักงานเขต พื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 2 ใน ภาพรวมอยู่ในระดับมาก และเมื่อพิจารณาเป็นรายด้านอยู่ในระดับมากทุกด้าน เมื่อเรียงลำดับ พบว่าด้านที่มีสภาพการบริหารงานสูงที่สุด ได้แก่ ด้านการบริหารงานทั่วไป รองลงมา ได้แก่ ด้านการบริหารงานวิชาการ และด้านการบริหารงานบุคคล ตามลำดับ และงานที่มีสภาพการบริหารงานต่ำที่สุด คือ ด้านการบริหารงานงบประมาณ

2. สภาพการบริหารงานตามหลัก ธรรมาภิบาลของโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 2 ในภาพรวมตามหลักธรรมาภิบาลอยู่ในระดับมาก และเมื่อพิจารณาเป็นรายหลักการอยู่ในระดับ มากทุกหลักการ เมื่อเรียงลำดับ พบว่าหลักการที่มีสภาพการบริหารงานสูงที่สุด ได้แก่ หลักความรับผิดชอบ หลักความคุ้มค่า หลักคุณธรรม หลักการมีส่วนร่วม หลักนิติธรรม ตามลำดับ และหลักการที่มีสภาพการบริหารงานต่ำที่สุด คือ หลักความโปร่งใส

3. ข้อเสนอแนะและแนวทางการบริหาร งานทั้ง 4 งานตามหลักธรรมาภิบาลของโรงเรียน ในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 2 ของผู้เชี่ยวชาญ ควรดำเนินการดังนี้ การบริหารงานตามหลักนิติธรรม ควรปฏิบัติให้ถูกต้องตามกฎระเบียบ ข้อบังคับ กฎหมาย อย่างเคร่งครัด จริงจังเสมอภาค การบริหารงานตามหลักคุณธรรม ควรยึดหลักธรรมทางศาสนา ดำเนินการอย่างบริสุทธิ์ ยุติธรรม ควรยึดมั่นในความถูกต้องดีงาม มีความเสมอภาค การบริหารงานตามหลักความโปร่งใส ควรดำเนินงาน ให้ชุมชนเข้ามามีส่วนร่วมในการตรวจสอบ ติดตาม การใช้จ่ายงบประมาณให้เป็นไปตามแผนปฏิบัติ ราชการบริสุทธิ์ ยุติธรรมเปิดเผย การบริหารงานตามหลักการมีส่วนร่วม ควรมีคณะกรรมการจาก ฝ่ายต่างๆ รับฟังและระดมความคิดเห็นของผู้มี ส่วนได้ส่วนเสีย บุคลากรได้ร่วมคิด ร่วมวางแผน ร่วมปฏิบัติ ร่วมรับผิดชอบ ประเมินผลการปฏิบัติงานของโรงเรียน การบริหารงานตามหลักความ รับผิดชอบ ควรรับผิดชอบตามกรอบภารกิจงาน และให้ทุกคนมีส่วนรับผิดชอบ และการบริหาร งานตามหลักความคุ้มค่า ควรดำเนินการให้เกิดประโยชน์สูงสุดแก่ทางราชการ มุ่งประโยชน์แก่ ผู้เรียนเป็นสำคัญ

The Administration as Good Governance of Schools Under Primary Kalasin Educational Service Area Office 2

This study is aimed to determine the state, the suggestion and method of The Administration as Good Governance of Schools Under Primary Kalasin Educational Service Area Office 2. The subjects comprised 720 schools committee and schools teachers Under Primary Kalasin Educational Service Area Office 2, using R.V. Krejcie and D.W. Morgan Tables to set the size of the subjects and selected by means of a multi random sampling and a simple random sampling technique. The instruments employed in the study included the 55 items questionnaire on the state of the Administration as Good Governance of Schools Under Primary Kalasin Educational Service Area Office 2, divided in 4 tasks of the Administration as Good Governance, each item in the questionnaire had IOC from 0.5 and reliability value was at 0.88, and the structural interview. The data were analyzed by the computer program with the use of mean, standard deviation.

The results of the study were as follows:

1. The state of the administration as good governance of schools Under Primary Kalasin Educational Service Area Office 2 totally was at the high appiate level and item concentration was at the high appiate level. The study indicated that the general administration was at the highest appropriate level, the academic administration and man administration were at the high appropriate level. The budget administration was at the lowest appropriate level.

2. The state of the administration as good governance of schools Under Primary Kalasin Educational Service Area Office 2 totally was at the high appropriate level according to good governance method and item concentration was at the high appropriate level each. The study indicated that the responsibility method was at the highest appropriate level, the worth method, the moral method, the participate method and the right method were at the high appropriate level and the transparency method was at the lowest appropriate level.

3. The suggestions and the method of administration on 4 tasks as Good Governance of Schools Under Primaly Kalasin Educational Service Area Office 2 were as follow; the administration as law good governance should follow the rules seriously and equally, the administration as moral good governance should follow religious principles; pureness, justice, goodness and equal, the administration as transparency good governance should process tasks using the community participation in order to follow up the procedures fairly and openly, the administration as participate good governance should set the committee to brain storming, plan, act, responsible and assess the schools procedures, and the dministration as responsibility good governance should motivate all teachers to responsible their tasks. And the administration as worth good governance should focus on the highest advantages of government and students.
