การพัฒนารูปแบบการบริหารสถานศึกษาสู่ความเป็นเลิศ โดยใช้กระบวนการวิจัยเชิงปฏิบัติการแบบมีส่วนร่วม

Abstract

การวิจัยในครั้งนี้มีวัตถุประสงค์เพื่อพัฒนารูปแบบการบริหารสถานศึกษาสู่ความเป็นเลิศตามเกณฑ์ คุณภาพการศึกษาเพื่อการดาเนินการที่เป็นเลิศ โดยใช้กระบวนการวิจัยเชิงปฏิบัติการแบบมีส่วนร่วม กลุ่มเป้าหมาย คือ สถานศึกษาในจังหวัดนครศรีธรรมราช สังกัดสานักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 12 ผลการวิจัย พบว่า

1. การดาเนินงานการพัฒนาคุณภาพการศึกษาตามเกณฑ์คุณภาพการศึกษาเพื่อการดาเนินการ ที่เป็นเลิศ (Education Criteria for Performance Excellence: EdPEx) ของสถานศึกษา โดยรวมอยู่ในระดับมาก

2. การสร้างปฏิสัมพันธ์กับสถานศึกษาร่วมพัฒนารูปแบบพบว่า ผู้ปกครองและชุมชนมีความพึงพอใจ ต่อผลการดาเนินงานของสถานศึกษา มีความสัมพันธ์ที่ดีกับสถานศึกษา ส่งเสริมและสนับสนุนกิจกรรมของ สถานศึกษา

3. การพัฒนาคุณภาพการศึกษาของสถานศึกษาสู่ความเป็นเลิศของสถานศึกษาร่วมพัฒนา รูปแบบโดยรวมอยู่ในระดับมาก

4. ความต้องการและความจาเป็นในการพัฒนาคุณภาพการศึกษาสู่ความเป็นเลิศของสถานศึกษา ร่วมพัฒนารูปแบบ พบว่า โดยรวมอยู่ในระดับมาก

5. ความเป็นไปได้และความเหมาะสมของรูปแบบการบริหารสถานศึกษาสู่ความเป็นเลิศตามเกณฑ์ คุณภาพการศึกษาเพื่อการดาเนินการที่เป็นเลิศ โดยรวมอยู่ในระดับมาก

6. รูปแบบการบริหารสถานศึกษาสู่ความเป็นเลิศประกอบด้วย 11 ขั้นตอนคือ 1) ขั้นสร้าง ความเข้าใจ (Understanding) 2) ขั้นศึกษาปัญหาและความต้องการ (Problem & Needs) 3) ขั้นแต่งตั้ง กรรมการบริหารสถานศึกษาสู่ความเป็นเลิศ (EdPEx Committee) 4) ขั้นประชุมวางแผนพัฒนาสถานศึกษา (Planning) 5) ขั้นดาเนินการบริหารสถานศึกษา (Doing) 6) ขั้นกากับ ติดตามการนิเทศ (Monitoring) 7) ประเมินผล นิเทศภายใน (Evaluating) 8) ขั้นเสริมสร้างขวัญและกาลังใจ (Reinforcing) 9) ขั้นสะท้อนผลการประเมิน การบริหารสถานศึกษา (Feedback) 10) ขั้นการปรับปรุงและพัฒนาระบบ (Acting) และ 11) เผยแพร่และ ประชาสัมพันธ์ (Promoting)

The Development of School Administrational Model To Excellence By Using Participatory Action Research Approach

The objective of this research was to development school administration model toward excellence according to Education Criteria for Performance Excellence (EdPEx) by using participation action research approach. The development target groups were schools in Nakhon Si Thammarat province under Secondary Educational Service Are office 12.

The research results were:

1. The management of education quality according to Education Criteria for Performance Excellence (EdPEx) of school as a whole was at high level.

2. The interaction with school found that parents and communities were satisfaction with school performance had good relations, supported and promoted school activities

3. The development of educational quality to excellence of school to excellence using participatory method as a whole was at high level.

4. The wanted and need of education quality development to excellence as a whole were at high level.

5. The feasibility and appropriation of school the administrational model to excellence according to EdPEx as a whole was at high level.

6. The administrational model to excellence consisted of 11 stages were 1) the building to understanding about education Criteria for Performance Excellence (EdPEx) for staffs: Understanding, 2)studied to the wanted and need for development educational Quality to excellence: Problems & Needs, 3)Set the EdPEx committee for development educational Quality to excellence: EdPEx committee, 4)the meeting to plan for development educational Quality to excellence: Planning, 5) Operation the action plan: Doing, 6) The monitor the Performance: Monitoring, 7) The evaluation performance :Evaluating, 8)the Reinforcing for motivation and moral of the staffs: Reinforcing, 9) the feedback of administration performance to public: Feedback, 10)the acting and develop administrational system: Acting, and 11) the promotion the performance to customer and public: Promoting.
