Abstract
Pure alcohol is considered to be an important military supply in terms of hygiene, medicine and industry, necessary for living and beneficial to the economy, society and national security, whereas, presently, operations of the Liquor Distillery Organization, Excise Department, as a business entity who earns incomes for the Government, are not flexible, not consistent with the current competition conditions; hence, it is suitable for legislating Thailand's Alcohol Act, B.E. ..., whereby the Alcohol Organization of Thailand shall be established as a State Enterprise, having the status of a juristic person, for the objectives to produce, distribute, provide with services, convert, improve, manage, import and export alcohol, alcoholic products, byproducts or continuing products, in order to earn incomes for the Government and operate other continuing businesses and services, as well as the Alcohol Organization of Thailand shall be prescribed to carry out the duty to formulate policies, in order that operations of the Alcohol Organization of Thailand shall be flexible with respect to management, as to increase potential in business competition.
