Abstract

This research aimed to study 1) condition of tourism resources in Phanom Sarakham district, 2) factors affecting cooperation in Phanom Sarakham district, 3) cooperation of government and private sectors related to tourism management in Phanom Sarakham district, and 4) integration model of government and private sectors in tourism development in Phanom Sarakham district, Chachoengsao province. This research adopted quantitative and qualitative method and interview form was adopted for research instrument. There were 18 key informants who were chief executive of the SAO, village Headman, community leaders and the representative of people living in the area which possessed tourism resources from 6 sub-districts, Phanom Sarakham district Chachoengsao Province. The data was analyzed by summarizing and interpreting the study points. The questionnaire was used in quantitative part of the research with the correlation coefficient at 0.97. The population were 397 people living in Muang-Kao sub-districe, Phanom Sarakham sub-district, Koh-Kanun sub-district, Ta-Than sub-district, Nong-hean sub-district, Kao-Hin-Son sub-districe, Phanom Sarakham district, Chachoengsao Province. The data was analyzed by descriptive statistics as frequency, percentage, mean and standard deviation. The research result showed that 1) condition of tourism resources in Phanom Sarakham district had 2 points as 1) Tourism resources which were the historical resources, historic sites, antiques that applied in tourism, and 2) condition of tourism resources were the eco-tourism development, conservation and  restore of natural resources and environment, and managing the balance of tourist places with products and service by focusing in arears, times, seasons for community. 2) Factors affecting cooperation in Phanom Sarakham district had 4 points and they were at high level that were 1) the environment ( =3.71), 2) motivation which ( =3.86), 3) public mind and awareness ( =3.88), and 4) technology and communication ( =3.82). 3)The cooperation of government and private sectors that related to tourism management in Phanom Sarakham district had 4 points and they were at high level that were 1) corporative by duty, 2) top-down cooperation, 3) partnership cooperation and 4) cooperation based on satisfaction. And 4) integration model of government and private sectors in tourism development in Phanom Sarakham district, Chachoengsao province was defining policies and roles to support cooperation in working clearly. There was budget allocation that related to community’s need and to support and develop sustainable tourist attractions. From community cooperation by awareness in role and responsibility to community, they applied technology in use to support effective tourism and to define strategies for cooperation for developing and supporting creative and sustainable tourism.
