Abstract

The purposes of this research were to study: 1 ) to study the practice and implementation of good governance during the process of promotion and transference in the Royal Thai Police Department. 2 ) to study and examine verdicts from the Supreme Administrative Court and to see whether they can literally reinforce good governance principle and recommend potential best methods for implementation. The methodology is a qualitative research which is in-depth

interviews. The 4 interviewees are the police officers in Royal Thai police and The police commission.   This study has 56 interviewers.

The results were as follows:

1) Most of the interviewees understand that ‘Good Governance’ is a universal principle, which must be applied when it comes to internal administration in any organization. They can also prioritize those foundations respectively: Rule of Law(s), Ethics and Transparency are the most important three foundations to be implemented when it comes to promotion and transference process. Participation, Accountability and Value for Money are ranked with lesser importance.  From their experiences being promoted and transferred, they found that good governance is rarely implemented and enforced.

2)  The verdicts from the administrative court can reinforce good governance during the process of promotion and transference. This is because those verdicts could not be reached in a timely fashion. Even though the verdicts were in favor of litigants, their commanders remained indifferent and inactive in providing proper treatment due to the fact that there are no penalties or legal punishment for them. The verdicts from the administrative court can reinforce good governance during the process of promotion and transference.: Rule of Law(s), Ethics and Transparency.
