การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษา 1) ประสิทธิผลการบริหารจัดการท้องถิ่นของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในเขตภาคเหนือตอนบน 2) ความสัมพันธ์ระหว่างคุณลักษณะและบทบาทของผู้บริหารกับประสิทธิผลการบริหารจัดการท้องถิ่นของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในเขตภาคเหนือตอนบน และ 3) อิทธิพลของคุณลักษณะและบทบาทของผู้บริหารต่อประสิทธิผลการบริหารจัดการท้องถิ่นของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในเขตภาคเหนือตอนบน การศึกษาใช้ระเบียบวิธีวิจัยเชิงปริมาณ ประชากร ได้แก่ หัวหน้าส่วนราชการองค์กรปกครองส่วนท้องถิ่นในเขตภาคเหนือตอนบน เลือกกลุ่มตัวอย่างด้วยวิธีการสุ่มแบบแบ่งชั้น กำหนดขนาดกลุ่มตัวอย่างโดยใช้ตารางของเครจซี่และมอร์แกนที่ระดับความเชื่อมั่นร้อยละ 95 ความคลาดเคลื่อนร้อยละ 5 ได้ขนาดกลุ่มตัวอย่างเท่ากับ 265 คน เครื่องมือในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามมีค่าความเชื่อมั่นเท่ากับ 0.93 วิเคราะห์ข้อมูลใช้สถิติเชิงพรรณนา ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน และสถิติเชิงอนุมาน ได้แก่ การวิเคราะห์สัมประสิทธิ์สหสัมพันธ์ของเพียร์สัน และการวิเคราะห์ถดถอยพหุคูณ ผลการวิจัยพบว่า 1) ประสิทธิผลการบริหารจัดการท้องถิ่นของผู้บริหารองค์กรปกครองส่วนท้องถิ่น อยู่ในระดับมาก ( =3.45, S.D.=0.40) 2) คุณลักษณะและบทบาทของผู้บริหารมีความสัมพันธ์กับประสิทธิผลการบริหารจัดการท้องถิ่นของผู้บริหารองค์กรปกครองส่วนท้องถิ่น อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 3) คุณลักษณะของผู้บริหาร (CA) และบทบาทของผู้บริหาร (RA) มีอิทธิพลทางบวกต่อประสิทธิผลการบริหารจัดการท้องถิ่นของผู้บริหารองค์กรปกครองส่วนท้องถิ่น (EA) อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 โดยมีสมการพยากรณ์ คือ EAβ = 0.454CA + 0.321RA
