ประสิทธิผลการให้บริการจัดเก็บขยะมูลฝอยเพื่อสร้างความเป็นพลเมือง

ปัญหาที่เกิดจากขยะมูลฝอย หากไม่มีการจัดเก็บและกำจัดอย่างถูกต้องจะทำให้เกิดปัญหาต่อชุมชน จึงทำการวิจัยที่มีวัตถุประสงค์เพื่อศึกษาและวิเคราะห์ปัจจัยที่มีผลต่อประสิทธิผลการให้บริการเก็บขยะมูลฝอยที่ดีในเทศบาลนครปากเกร็ด และเพื่อหาแนวทางประสิทธิผลการให้บริการเก็บขยะมูลฝอยเพื่อสร้างความเป็นพลเมือง ผู้วิจัยได้ใช้เทคนิคการวิจัยแบบผสานวิธี โดยใช้เป็นแบบการผสมผสานในรูปแบบสามเส้า ทำการวิเคราะห์ข้อมูลเชิงปริมาณด้วยการแจกแบบสอบถาม 400 ชุด และวิเคราะห์ข้อมูลเชิงคุณภาพด้วยการสัมภาษณ์เชิงลึก 17 คน ซึ่งผลการวิจัย พบว่า ปัจจัยที่มีอิทธิพลต่อประสิทธิผลการให้บริการเก็บขยะมูลฝอยที่ดีมากที่สุดไปหาน้อยที่สุด คือ กฎเกณฑ์หรือขั้นตอนอย่างเป็นทางการ การเสริมสร้างการมีส่วนร่วมของผู้มีส่วนได้เสีย และการให้บริการจัดเก็บขยะมูลฝอย อธิบายการเปลี่ยนแปลงของประสิทธิผลการให้บริการเก็บขยะมูลฝอยที่ดีได้ร้อยละ 44.5 ระดับนัยสำคัญทางสถิติที่ 0.05 จนได้แนวทางที่เกิดการบูรณาการร่วมกันของมาตรการการให้บริการเก็บขยะมูลฝอยเพื่อสร้างความเป็นพลเมือง ดังนี้ 1) มาตรการปรับปรุงบทบัญญัติ 2) มาตรการการมีส่วนร่วมของประชาชนที่มีประสิทธิภาพ 3) มาตรการปรับปรุงประสิทธิภาพการจัดเก็บขยะมูลฝอย 4) มาตรการพัฒนาระบบฐานข้อมูลในการจัดเก็บขยะมูลฝอยตามครัวเรือน และ 5) มาตรการพัฒนาระบบสร้างแรงจูงใจ
