องค์ประกอบการสื่อสารภัยพิบัติธรรมชาติและข้อเสนอแนวทางการสื่อสาร เพื่อบริหารจัดการความเสี่ยงและการตอบสนองต่อภัยพิบัติ

บทคัดย่อ
ประเทศไทยกำลังเผชิญกับภัยพิบัติที่ทวีความรุนแรงอย่างต่อเนื่องทั้งจากอุทกภัย วาตภัย ดินถล่ม ไฟป่า แผ่นดินไหว ซึ่งสร้างความเสียหายแก่ชีวิต ทรัพย์สิน และส่งผลกระทบทางเศรษฐกิจแก่ประเทศ การพัฒนาและปรับปรุงแนวทางการสื่อสารด้านภัยพิบัติทางธรรมชาติจึงเป็นกลยุทธ์สำคัญในการเตรียมพร้อมรับมือและลดความสูญเสีย บทความมีวัตถุประสงค์เพื่อวิเคราะห์องค์ประกอบของการสื่อสารด้านภัยพิบัติทางธรรมชาติและสังเคราะห์แนวทางการสื่อสารเพื่อบริหารจัดการความเสี่ยงและการตอบสนองต่อภัยพิบัติ โดยใช้วิธีการทบทวนวรรณกรรมอย่างเป็นระบบเก็บรวบรวมและสังเคราะห์ข้อมูลจากบทความวิชาการและบทความวิจัย ที่ตีพิมพ์ในวารสารทางวิชาการระดับนานาชาติบนฐานข้อมูล SCOPUS ระหว่างปี ค.ศ. 2015 – 2025 จำนวน 139 บทความ การทบทวนวรรณกรรมได้วิเคราะห์องค์ประกอบของการสื่อสารด้านภัยพิบัติที่จำเป็นต้องได้รับการบูรณาการอย่างเป็นองค์รวม โดยจำแนกเป็น 5 องค์ประกอบหลัก ได้แก่ 1. แหล่งข้อมูล 2. ผู้รับสาร 3. รูปแบบและคุณภาพของเนื้อหา 4. เทคโนโลยีและช่องทางการแพร่กระจายข้อมูล และ 5. บริบททางการสื่อสาร บทความยังให้มุมมองสำคัญในการพิจารณาการสื่อสารด้านภัยพิบัติทางธรรมชาติในฐานะกระบวนการที่เป็นพลวัตและต้องได้รับพิจารณาแบบองค์รวม โดยเฉพาะการเชื่อมโยง
องค์ความรู้ทางวิทยาศาสตร์ เทคโนโลยี เข้ากับมิติทางสังคมวัฒนธรรม และอารมณ์ความรู้สึกที่เป็นอัตวิสัยของมนุษย์ เพื่อให้เกิดเครือข่ายเชิงเทคโนโลยี-สังคมที่เข้มแข็งในการสื่อสารที่มีประสิทธิภาพ และปูทางไปสู่การสร้างชุมชนที่มีความยืดหยุ่น สามารถเตรียมพร้อมรับมือ ฟื้นฟู และปรับตัวจากภัยพิบัติได้อย่างยั่งยืน
