Reform Guidelines for Local Government Organization study During the National Council for Peace and Order Government (NCPO) (2014-2018)

Abstract

                The objectives of this research were to study: 1) the guidelines for the reform of local government organizations in the period of the National Council for Peace and Order (NCPO); 2) the roles of various political advocacy groups involved in the reform of local government organizations; and 3) the guidelines for presenting the reform of the local government organization in the government period of the National Council for Peace and Order (NCPO) is used to develop local government organizations. By using qualitative research methods, collecting data from research papers and in-depth interviews. Key informants: namely a working group appointed by the government, the National Council for Peace and Order, is responsible for studying and setting guidelines for the reform of the local government.

              The findings revealed that: the study of local government reform in the government of the National Council for Peace and Order (NCPO) has assigned the Local Government Reform Commission, the National Reform Council Local Government Commission, the National Legislative Assembly and the National Steering Committee on Local Government. National Reform Steering Assembly is the main agency to study information related to the reform of decentralization and local governance in 5 aspects: (1) decentralization (2) the authority structure of local government (3) the governance. examine and public participation in local administration (4) local finance and (5) local personnel management. With the role of various political advocacy groups involved in the reform of the local government. To be used as a political base as well as political bargaining power.
