สภาพและปัญหาการบริหารทรัพยากรบุคคลของโรงเรียนในจังหวัดสมุทรสงคราม สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเขต 10

Abstract

บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาสภาพและปัญหาการบริหารทรัพยากรบุคคลของโรงเรียนในจังหวัดสมุทรสงคราม ผู้ให้ข้อมูลประกอบด้วย 1) ผู้บริหารโรงเรียนและครูผู้สอน รวมทั้งสิ้น 236 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถาม ลักษณะเป็นแบบตรวจสอบรายการ สถิติที่ใช้ในการวิเคราะห์ข้อมูลใช้ความถี่และร้อยละ

ผลการวิจัยพบว่า 1) ด้านการวางแผนทรัพยากรบุคคล โรงเรียนมีกระบวนการวางแผนทรัพยากรบุคคลอยู่ในระดับมาก ปัญหาที่พบคือ การวางแผนทรัพยากรบุคคลขาดความต่อเนื่อง 2) ด้านการสรรหาและคัดเลือกทรัพยากรบุคคล โรงเรียนมีกระบวนการสรรหาและคัดเลือกทรัพยากรบุคคลอยู่ในระดับมาก ปัญหาที่พบคือ ผู้สมัครมีจำนวนน้อยทำให้ไม่สามารถสรรหาและคัดเลือกได้ตามแผนที่วางไว้ 3) ด้านการฝึกอบรมและพัฒนาบุคลากร โรงเรียนมีการติดตามผลการฝึกอบรมและพัฒนาบุคลากรจากหัวหน้างานอยู่ในระดับมาก ปัญหาที่พบคือ บุคลากรที่ผ่านการฝึกอบรมไม่ได้นำความรู้มาปฏิบัติงาน 4) ด้านระบบสารสนเทศทรัพยากรบุคคล โรงเรียนนำระบบทะเบียนประวัติบุคลากรมาใช้อยู่ในระดับมาก ปัญหาที่พบคือ บุคลากรขาดความเข้าใจในระบบ 5) ด้านการจ่ายค่าตอบแทนและสวัสดิการ โรงเรียนแต่งตั้งคณะกรรมการดำเนินการจ่ายค่าตอบแทนและสวัสดิการประกอบด้วย ผู้อำนวยการโรงเรียนและรองผู้อำนวยการโรงเรียนอยู่ในระดับมาก ปัญหาที่พบคือ ขาดการสำรวจความต้องการสวัสดิการของบุคลากร 6) ด้านการประเมินผลการปฏิบัติงาน โรงเรียนนำผลการประเมินไปใช้เป็นข้อมูลพื้นฐานในการฝึกอบรมและพัฒนาบุคลากรอยู่ในระดับมาก ปัญหาที่พบคือ ผู้ถูกประเมินไม่เข้าใจเกณฑ์ที่จะใช้ในการประเมิน 7) ด้านความปลอดภัยและสุขภาพ โรงเรียนมีกิจกรรมส่งเสริมสุขภาพและคุณภาพชีวิต คือ ตรวจสุขภาพประจำปีอยู่ในระดับมาก ปัญหาที่พบคือ ขาดความต่อเนื่องในการจัดกิจกรรมส่งเสริมความปลอดภัย

Abstract

This research aims to study the state and problems of human resource management of schools in Samutsongkhram province under the Secondary Educational Service Area Office 10. The informants include administrators and teachers totaling 236 people. The tool used in this educational research is a checklist questionnaire. The data were analyzed using frequency tables and percentages.

The results of study were as follows: 1) The process of human resource planning is at a high level. The problem is the lack of continuity in human resource planning. 2) The recruitment and selection process is at a high level. The problem is the small number of candidates and the inability to process recruitment and selection as planned. 3) Schools track performance training and development of supervisors at a high level. The problem is the trained personnel do not have the knowledge to work. 4) For the human resource information system, schools implement the registration system to use at a high level. The problem is the lack of personnel that understand the system. 5) School committees manage compensation and welfare for vice administrators and administrators at a high level. The problem is the lack of surveying the welfare needs of the personnel. 6) For performance appraisals, schools have adopted the evaluation results used for basic data and for training and development at a high level. The problem is the assessment does not take into consideration the evaluation criteria to be used in the evaluation. 7) For health and safety, schools offer health activities at a high level, such as annual medical examinations. The problem is the lack of continuity in the activities promoting safety.
