การดำเนินงานตามนโยบายการป้องกันและแก้ไขปัญหายาเสพติดสถานศึกษาสังกัด สำนักงานคณะกรรมการการอาชีวศึกษา ในกรุงเทพมหานครไปสู่การปฏิบัติ

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาการดำเนินงานตามนโยบายการป้องกันและแก้ไขปัญหายาเสพติดในสถานศึกษาสังกัดสำนักงานคณะกรรมการการอาชีวศึกษาในกรุงเทพมหานคร ไปสู่การปฏิบัติ  กลุ่มประชากรผู้ให้ข้อมูลในการวิจัยประกอบด้วย ผู้อำนวยการวิทยาลัย รองผู้อำนวยการวิทยาลัยฝ่ายกิจการนักเรียนนักศึกษาและหัวหน้างานปกครอง ของสถานศึกษาในสังกัดสำนักงานคณะกรรมการการอาชีวศึกษา ในจังหวัดกรุงเทพมหานคร  จำนวน  20  วิทยาลัย  รวมจำนวน  60  คน  เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามประเภทแบบตรวจสอบรายการและแบบมาตราส่วนประเมินค่า  สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่  ค่าร้อยละ  ค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐาน 

          ผลการวิจัย พบว่า สถานภาพของผู้ตอบแบบสอบถามส่วนมากเป็นเพศหญิง มีวุฒิการศึกษาสูงสุดจบปริญญาโท มีประสบการณ์ ในการทำงานมากกว่า 5 ปี  ส่วนมากเคยได้รับการอบรม ประชุมหรือสัมมนาด้านการป้องกันและแก้ไขปัญหายาเสพติดในสถานศึกษามาแล้ว  สภาพทั่วไปของสถานศึกษาส่วนใหญ่ตั้งอยู่ใกล้กับแหล่งอบายมุขและมีคณะกรรมการดำเนินงานป้องกันและแก้ไขปัญหายาเสพติด การนำนโยบายการป้องกันและแก้ไขปัญหายาเสพติดสู่การปฏิบัติในสถานศึกษา โดยภาพรวมอยู่ในระดับมาก นโยบายที่มีผลการปฏิบัติงานที่น่าพอใจอยู่ในระดับมาก ได้แก่  การปฏิบัติงานตามนโยบายการสร้างจิตสำนึกร่วมกัน การกำหนดมาตรการและยุทธศาสตร์ และการจัดกิจกรรมป้องกันและแก้ไขปัญหายาเสพติดในสถานศึกษา  ส่วนผลการปฏิบัติงานตามนโยบายอยู่ในระดับปานกลางที่สมควรได้รับการพัฒนา ได้แก่ การกำกับ ติดตามและประเมินผลการดำเนินงาน การจัดทำแผนปฏิบัติงานการป้องกันและแก้ไขปัญหายาเสพติดในสถานศึกษา และการสร้างเครือข่ายแกนนำ

This research aims to study the implementation of policies to prevent and solve the problem of drugs in the schools under the Office of Vocational Education Commission in Bangkok. The population groups of this action research include data provided by the Director, Deputy Director, College, College Students Affairs Department and the Head of the Education Office of Vocational Education Commission in Bangkok.  20 colleges are used to collect information as the query type, verification and evaluation of the scale list.  The statistics are used to analyze the data, including the frequency distribution, percentage, mean and standard deviation. 

            The research results showed that the status of the majority of respondents are female, possess the highest academic credenital of a master's degree, have over 5 years experience, and most have received training at conferences or seminars on drug prevention and problem solving in education. The general conditions of education are mainly located close to all the vices, and the Operations Committee to Prevent and Solve the Problem of Drugs. Policies to prevent and solve the Problem of Drugs turn policies into practice at all educational levels throughout. Policy performance was satisfactory at many levels, including the implementation to create awareness. Measures and strategies and activities to prevent and solve the problem of drugs in school showed the best results in the implementation at the medium level that should be further developed, including supervision and evaluation. The operational plan to prevent and resolve the problem of drugs in school should build a network of leaders.
