This study aimed to: (1) To study the conceptual frameworks of secondary school management and critical reading skills; (2) To analyze the strengths, weaknesses, opportunities, and threats (SWOT) of secondary school management for developing students' critical reading skills; and (3) To develop secondary school management strategies for improving students' critical reading skills at Nanning Yinhai Sanya High School, Guangxi, China. A multiphase mixed-methods design was used. The sample included 439 students and 50 staff members (39 teachers and 11 academic administrators). Three experts validated the conceptual framework, seven experts evaluated the first strategy draft, and a seven-member focus group refined the second draft. Instruments included questionnaires, expert evaluation forms, a focus-group protocol, and document-analysis records. Data were analyzed using frequency, percentage, mean, standard deviation, the Modified Priority Needs Index, content analysis, SWOT analysis, and the TOWS matrix.
Results showed that all three management components and seven critical-reading dimensions were accepted (IOC = 1.00). Students reported a larger overall development need (PNImodified = 0.219) than staff (PNImodified = 0.196). Students prioritized curriculum development and analyzing arguments, whereas staff prioritized evaluation and assessment and critical thinking skills. The final model comprised three strategies, six substrategies, and twelve procedures: (1) Curriculum Integration through policy and competency alignment and resource and task integration; (2) Teaching Management through practical teacher development and supportive supervision and accountability; and (3) Evaluation and Assessment through feasible diagnostic assessment and data-informed adaptive improvement. The model provides a practical school-wide pathway that uses existing management structures, professional learning routines, and digital data systems to strengthen students' critical reading skills.
