Study on China’s Non-Tariff Barriers: Labeling Requirements for Pre-Packaged Food Exporting to China

Abstract

Food Safety National Standards General Rules for Labeling of Pre-packed Food version GB7718-2011 is one of China's non-tariff barriers, which affects exporting, importing, and the marketing of Thai products in China. This article reviews and studies the essence of labeling requirements of food packaging products by using the methodology of documentary research. The findings revealed the comparisons between the version of GB7718-2004 and the new version, and suggested the appropriate steps for Thai entrepreneurs to exporting Thai pre-packaged food products to China’s market. The benefit of this article is for those who are willing to expand trade opportunities of Thai products to China's market.

บทคัดย่อ

ระเบียบความปลอดภัยทางด้านอาหารแห่งชาติว่าด้วยฉลากสินค้าบรรจุภัณฑ์หีบห่อ ฉบับ GB7718-2011 เป็นหนึ่งในมาตรการกีดกันการค้าที่มิใช่มาตรการทางภาษีของจีน ซึ่งเป็นอุปสรรคต่อผู้ประกอบการที่ต้องการส่งออก นำเข้า และทำตลาดผลิตภัณฑ์สินค้าไทยแบบบรรจุหีบห่อในประเทศจีน  บทความนี้จึงได้นำเสนอสาระสำคัญในข้อกำหนดฉลากสินค้าอาหารหีบห่อ โดยใช้วิธีการเก็บรวบรวมข้อมูลงานวิจัยเชิงเอกสาร ผลของการศึกษาได้นำเสนอข้อมูลสาระสำคัญของข้อกำหนดทั่วไปในเชิงเปรียบเทียบความแตกต่างที่ระเบียบใหม่นี้แตกต่างจากระเบียบฉบับเดิม GB7718-2004 ตลอดจนข้อเสนอแนะและขั้นตอนสำหรับผู้ประกอบการไทยที่จะส่งออกอาหารหีบห่อ เพื่อการปฏิบัติดำเนินการติดฉลากส่งออกสินค้าไทยได้อย่างถูกต้องและรู้เท่าทัน  อันเป็นประโยชน์ในการขยายโอกาสทางการค้าสินค้าไทยในตลาดจีน
