A Study of Effects on Enforcing Empowerment Of Persons With Disabilities Act, B.E. 2550 (2007) A Case Study of Udon Thani Province

This research aimed to examine the effects of enforcing Sections 33, 34, and 35 of the Persons with Disabilities Empowerment Act B.E. 2550 (2007) on the employment and quality of life of persons with disabilities in Udon Thani Province. A sample of 400 persons with disabilities was selected using simple random sampling. Data were garnered through the questionnaire and the semi-structured interview. The data were analyzed using both descriptive statistics and inferential statistics, including t-test and One-Way ANOVA.
Findings revealed that awareness of legal rights among persons with disabilities remained low, particularly Section 34 that employers preferred endowing a fund to truly employing persons with disabilities. Thus, this limited actual job opportunities of persons with disabilities. Moreover, it was found that the educational level, occupation, and income significantly influenced awareness and access to rights. Except for the questionnaire, data from the interview further highlighted barriers to access of rights, such as lack of targeted public relations, limited outreach channels, and attitudes towards persons with disabilities in society, which was deemed to be factors diminishing opportunities and justice.
The study suggested enhancing knowledge of legal rights of persons with disabilities through relevant agencies, rectifying employment-related laws to truly encourage the employment practice, and improving transparent mechanisms of supervision. These efforts could effectively enhance the legal enforcement and sustainably improve the quality of life of persons with disabilities.
