The Oversight Authority of University Administration by the Council of Faculty Members and Civil Servants at Rajabhat University

Abstract

This academic article aims to study The Oversight Authority of University Administration by the Council of Faculty Members and Civil Servants at Rajabhat University, which the Rajabhat University Act of 2004, Section 24, has specified broad duties, especially the duty to protect the university's interests. Therefore, there are issues that need to be studied in terms of the duties of the Council of Faculty and Civil Servants in order to present an image of the performance of   such duties.

          The study results found that when the faculty council and civil servants perform their duties to protect the university’s interests, which can be defined in 3 aspects: personnel, job positions, and university property, but the protection of the aforementioned interests, the process of performing the duties of the faculty council and civil servants cannot be performed completely because the Rajabhat University Act of 2004 did not grant them the authority, resulting in a lack of tools to monitor and inspect the university’s administration in order to protect the university’s interests. However, the Rajabhat University Act of 2004 has given such authority to a committee of qualified outsiders to perform the duties, which in some cases, the author believes that some factual information may not be complete and comprehensive because the qualified persons are not inside the university and may not be able to access the real source of information.

            The author has the following suggestions: The Rajabhat University Act of 2004, Section 24, should be amended to give the faculty council and civil servants the power and duty to perform their duties. The Rajabhat University Act of 2004, Section 49 and Section 50, should be amended to add the faculty council and civil servants to the duty of monitoring, inspecting and evaluating the work performance of the university and the university president together with the committee of qualified persons.
