แบบจำลองระบบสัญญาณเตือนภัยล่วงหน้าสำหรับการเลื่อนการชำระหนี้ต่างประเทศของประเทศในกลุ่มอาเซียน

บทคัดย่อ
งานวิจัยนี้มีวัตถุประสงค์เพื่อสร้างแบบจำลองระบบสัญญาณเตือนภัยล่วงหน้าสำหรับการเลื่อนการชำระหนี้ต่างประเทศของประเทศในกลุ่มอาเซียน โดยใช้ข้อมูลทุติยภูมิประเภทอนุกรมเวลารายปีระหว่างปี ค.ศ. 1999- 2019 มาสร้างระบบสัญญาณเตือนภัยล่วงหน้าผ่านแบบจำลองโลจิต (Logit model) สำหรับข้อมูลการเลื่อนการชำระหนี้ต่างประเทศ (Debt rescheduling) เป็นชุดข้อมูลที่อยู่ในฐานข้อมูล International Debt Statistics ของธนาคารโลก ผลการศึกษาพบว่า แบบจำลองระบบสัญญาณเตือนภัยล่วงหน้าสำหรับการเลื่อนการชำระหนี้ต่างประเทศของประเทศในกลุ่มอาเซียนควรประกอบด้วยตัวแปร 4 ตัว ได้แก่ อัตราการว่างงาน สัดส่วนของหนี้ต่างประเทศที่ได้รับการผ่อนปรนต่อหนี้ต่างประเทศทั้งหมด สัดส่วนภาระหนี้ต่างประเทศต่อ GDP และตัวแปรสัดส่วนหนี้ต่างประเทศระยะสั้นต่อเงินสำรองระหว่างประเทศ ซึ่งหากกำหนดค่า Cut off value ที่ 0.5 พบว่าแบบจำลองมีความแม่นยำในการทำนายในระดับสูง กล่าวคือ เกิด Type II error ร้อยละ 10 และเกิด Type I error เพียงร้อยละ 4.1 และโดยภาพรวม แบบจำลองสามารถทำนายการเกิด/ไม่เกิดการเลื่อนการชำระหนี้ต่างประเทศของประเทศในกลุ่มอาเซียนได้ถูกต้องถึง 80 ครั้งจากทั้งหมด 84 ครั้ง
