Collaboration by the public and private sectors for the driving force of a public transportation policy in Surat Thani province

Abstract

This research aims to 1) to study models and characteristics of public-private collaboration management in driving public transport policy in Surat Thani province 2) to study factors contributing to collaboration management 3) to study the condition of problems and obstacles and 4) to propose guidelines for the development of public-private collaboration in driving public transport policies in Surat Thani province. Using qualitative research methods collect data from research papers and in-depth interviews with semi-structured from the main contributors.

The research results were found that collaboration between the public and private sectors in driving the public transport policy of Surat Thani province is mainly in the form of a concession in the form of BOO (Built-Own-Operate). (2) The government has a role in policy-making in a top-down manner. (3) Interdependent use of resources (4) Focusing on common interests to develop public transport in a manner that connects all travel and transport systems, pushing for the smart city of the future. As for the factors contributing to collaboration management, it was found that (1) all sectors had a vision for the public interest (2) had a positive attitude towards cooperation (3) the private sector voluntarily applied for a business license. This leads to cooperation with various fields (4) collaboration in partnership (5) openly collaborates (6) builds an empirical relationship (7) formal and informal communication (8) Having a mutual benefit in a win-win manner. In terms of problems and obstacles, it was found that each government sector, when integrating and driving operations in the same direction, often encounter obstacles. Problem solving was delayed. Including the lack of clear measures and problems in resource allocation for development guidelines. The public sector should foster collaboration in a network that allows the private sector to participate more. Including organizing a joint meeting between departments to find the cause of the problem and the solution.  The government should support funding. It also intensified measures to combat unauthorized operators. In the suggestion, government sector should have integrated collaboration between government sector and the private sector, providing a public forum to listen to opinions and suggestions from all sectors in order to formulate a policy to develop a bottom-up public transport system
