Abstract

The purpose of this study was to develop indicators and strategies for the internationalization of Phuket Rajabhat University.

The first step of the research process was to develop indicators for the internationalization of Phuket Rajabhat University by analyzing experts’ opinions using the Delphi Technique starting at the first round of structured interviews with twenty experts and following by the second and third rounds of Likert scale questionnaires. Then, the indicators were selected by five experts and the validity of the indicators was checked by 250 key informants. Content analysis was used to study the research data. The data were analyzed using SPSS descriptive statistical analyzes : median, interquartile range, and mode to determine the relationship of the experts’ opinions; mean, and standard deviations were used to identify the suitable criteria of the internationalization indicators. Pearson’s correlation coefficient was used to measure the suitability of the component analysis for second–order confirmatory factor analysis using LISREL 8.52.

The research findings the factors which influenced internationalization of Phuket Rajabhat University consisted of three factors ; instruction, research and academic service. The composite indicators of internationalization of Phuket Rajabhat University consisted of three majors in order of factor loading as follow : research (.98), academic service (.97), and instruction (.94). The three factors must be implemented by 47 variables which were the indicators of internationalization. There were 35 indicators of instruction, 6 indicators of research, and 6 indicators of academic service. Results of testing the linear structural model of Phuket Rajabhat University Internationalization indicators using chi-square, goodness of fit index (GFI), and adjusted goodness of fit index (AGFI) indicated that the model had a statistical significantly fit to empirical data.

The second step was to develop a strategic plan for the internationalization of Phuket Rajabhat University by using the indicators derived from the first step as key factors to analyze the present situation of Phuket Rajabhat University’s internationalization management. Ten experts were interviewed for guidelines and approaches for developing the internationalization indicators. The data derived from the interviews were used to outline a strategic plan for internationalizing Phuket Rajabhat University. Next, the drafted strategic plan was measured by Phuket Rajabhat University’s planning and development staffs; then, the plan was evaluated by five experts.

Concerning the development of Phuket Rajabhat University’s internationalization strategic plan, the study results showed that there were five strategic management factors; 1) teacher upgrading, 2) students’ quality development, 3) teaching and learning system improvement, 4) administrative and management system development, and 5) international university and organization collaborative networking.
