การนำนโยบายคนไทยไร้พุงไปสู่การปฏิบัติ : กรณีศึกษาอำเภอควนโดน จังหวัดสตูลThe Implementation of Diet Physical Activity Policy : A Study in Khuandon District, Satun Province

บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อ (1) ศึกษาการแปงนโยบายคนไทยไร้พุงไปสู่การปฏิบัติ (2)  ศึกษาปัญหาอุปสรรค และแนวทางแก้ไข (3)ศึกษาปัจจัยที่มีผลต่อการดำเนินงานตามนโยบายคนไทยไร้พุง ในพื้นที่อำเภอควนโดน จังหวัดสตูล กลุ่มตัวอย่างเป็นผู้บริหาร และ ผู้ปฏิบัติในระดับจังหวัด  อำเภอ ตำบล และหมู่บ้าน  จำนวน 29 คน ระยะเวลาเก็บข้อมูล มีนาคม 2555 – ธันวาคม 2556 โดยเก็บรวบรวมข้อมูลจากเอกสาร  การสัมภาษณ์เชิงลึก และการสนทนากลุ่ม  หลังจากนั้นนำข้อมูลที่ได้มาวิเคราะห์เชิงเนื้อหา ผลการศึกษา พบว่า 1) การแปลงนโยบายคนไทยไร้พุงสู่การปฏิบัติ ประกอบด้วย การถ่ายทอดนโยบาย  การจัดทำแผนปฏิบัติการ การดำเนินกิจกรรม และการกำกับติดตาม 2) ปัญหาการนำนโยบายไปปฏิบัติ ประกอบด้วย ขาดการทำความเข้าใจในรายละเอียดมาตรการของนโยบาย  งบประมาณไม่เพียงพอ ภาระงานของเจ้าหน้าที่ การดำเนินร่วมกันกับภาคีเครือข่าย ความหลากหลายของกลุ่มเป้าหมาย วิถีชีวิตประเพณี วัฒนธรรม 3) ปัจจัยที่มีผลต่อความสำเร็จในการนำนโยบายคนไทยไร้พุงไปสู่การปฏิบัติ  ได้แก่ นโยบายมีวัตถุประสงค์ที่ชัดเจนสอดคล้องกับสภาพปัญหาของพื้นที่ ระบบพี่เลี้ยงและความสัมพันธ์ที่ดีของบุคคลในองค์กร   บุคลากรผู้รับผิดชอบมีความมุ่งมั่น มีเจตคติที่ดีต่อนโยบาย  มีความเข้าใจบริบทพื้นที่สามารถปรับกระบวนการทำงานให้สอดคล้องบริบทสังคมและวัฒนธรรม

Abstract

This research aims to (1) steps to the implementation of Diet Physical Activity  Policy (2) study the problems. And Solutions (3) study the factors that affect the implementation of Diet Physical Activity  Policy. Khuan Don District, Satun The sample consisted of managers and practitioners in the province, district and village of 30 people. Data collection period march 2012 -december 2013  from documents. indepth interviews And group discussioon The data acquired content analysis. The study found that 1) the conversion policy in Thailand without hitting practice consists of the policy. The Action Plan Activities And monitoring and 2) the implementation include lack of understanding of the details of policy measures. Insufficient budget The workload of staff Co-operation with partners. A variety of target groups Lifestyle, culture, 3) factors affecting success in bringing the policy into practice Thailand without tending to include a clear policy objective of keeping with the area. Mentor system and good relations of individuals in the organization. Personnel responsible commitment. A good attitude towards policy A contextual understanding of space can be adjusted to reflect the social and cultural processes
