ความคิดเห็นของประชาชนต่อบทบาทของผู้นำฝ่ายปกครอง ในเขตอำเภอเมืองยะลา จังหวัดยะลา

บทคัดย่อ
งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาความเห็นของประชาชนต่อบทบาท ปัญหาและข้อเสนอแนะของผู้นำฝ่ายปกครองในเขตพื้นที่อำเมืองยะลา จังหวัดยะลา โดยสัมภาษณ์กลุ่มแม่บ้านสตรี กลุ่มเยาวชน นักศึกษา บัณฑิตอาสา อิหม่าม ครูสอนตาดีกา เจ้าหน้าที่ รัฐสมาชิก อบต. และกลุ่มมวลชนอาสาสมัคร จำนวน 30 คน โดยทำการวิเคราะห์ข้อมูลเชิงพรรณนา
ผลการวิจัยพบว่า ผู้นำฝ่ายปกครองมีบทบาทต้องรับผิดชอบในการบริหารงานปกครองแบ่งออกเป็น 3 ด้าน คือ 1.ด้านการปกครองหมู่บ้าน 2.ด้านการรักษาความสงบเรียบร้อยและความปลอดภัยหมู่บ้าน 3.ด้านการส่งเสริมและการพัฒนาหมู่บ้าน ส่วนปัญหาและข้อเสนอแนะ ผู้นำฝ่ายปกครองบางพื้นที่มีความอ่อนแอ และมีการเลือกปฏิบัติ รวมถึงมีความขัดแย้งระหว่างผู้นำด้วยกัน และปัญหายาเสพติดมีการแพร่ระบาดเพิ่มมากขึ้น ดังนั้น ผู้นำฝ่ายปกครองควรนำแนวทางและหลักศาสนาอิสลามมาประยุกต์ใช้ในการปกครองหมู่บ้าน การสร้างทีมงานให้มีความเข้มแข็ง และจัดให้มีกิจกรรมชุมชนสัมพันธ์อย่างต่อเนื่อง การจัดทำบัญชีคุมการให้ความช่วยเหลือกลุ่มผู้ด้อยโอกาสและกำหนดจัดทำกฎกติกาหมู่บ้าน

Abstract
This research aims to study the opinion of people on the role problem and suggestion of head of governor in MuangYala district, Yala province; by interviewed 30 number of housewife, women, youth, student, graduate volunteer, imam, Islamic Kindergartenteacher, state authority, staff members of Local government, masses and volunteers groups; for the data analyzed and presentedin descriptive.
The study found that: the role of the head of governor in administrative and governance divide into three areas: 1. governing, 2.maintain order and security, 3. promotes and develops the village. For the problems and suggestions were: some head of governor were weak,discrimination, conflict to each other and drug problems were more prevalent, there for the head of governor should adopt and apply Islamic principles to govern the village, createstrength team work, organized continuity community relations activities, create controlling accounting to assist disadvantaged groups and put the village rule.
