The objectives of this study were to study the actual state and the desirable state of the academic administration of primary schools according to the concept of public–private partnership to develop student quality. The research results were as follows. The actual state and the desirable state of the academic administration of primary schools according to the concept of public–private partnership to develop student quality were, overall, at a high level (= 3.986, S.D. = 0.812) through to the highest level ( = 4.670, S.D. = 0.582). The findings revealed that the first priority need was curriculum development and teaching manual (0.188), followed by assessment and evaluation (0.185), instructional management and improvement community (0.174), relations and partnerships (0.156), IT application (0.153), and educational supervision (0.134), respectively.
