Abstract
The purposes of this research were 1) to study the current states 2) to study the problems and 3) to study the guidelines for school management to create global citizenship of schools under the secondary education service area in urban and border. The participants of this research were 72 administrators and 288 teachers , total 360 people. The research tool were questionnaires and in-depth interview with expert. Data were analyzed using descriptive statistics: Frequency, Percentage, Mean and Standard Deviation.
The research were as follows:
1) The current states of urban schools found that the school ethos is the highest and the community engagement is the lowest, for the border schools found that the school ethos is the highest and the community engagement is the lowest.
2) The problems of urban schools found that the transition of learner is the most problem and the curriculum is the less problem, for the border schools found that the community engagement is the most problem and the school ethos is the less problem.
