This study was documentary research. The main purposes of this research are 1) to study the conceptual
framework of the desirable skills of the 21st century learners 2) to study the conceptual framework of the fundamental environmental factors that cater to the effective learning space in school and 3) to study the conceptual framework of the school learning environment that cater to the development of the desirable skills of the 21st century learners.
The findings are provided as follows: 1. the conceptual framework of the desirable skills of the 21st century learners consists 3Rs 4Cs skills namely Reading, Writing, Arithmetic, Critical Thinking, Communication, Collaborative, Creativity and Innovative. 2) the conceptual framework of the fundamental environmental factors that cater to the effective learning space in school comprises of the following factors namely Naturalness, Individualisation, Levels of Stimulation and Online Learning Platform 3) the conceptual framework of the school learning environment that cater to the development of the desirable skills of the 21st century learners must comprise three distinctive environments for learning: focused work environment, collaborative work environment, and hands-on project work environment.
