การวิเคราะห์การจัดการศึกษาสำหรับเด็กวัยอนุบาลของโรงเรียนประชาธิปไตยตัวอย่างต้นแบบ ในโครงการโรงเรียนประชาธิปไตยตัวอย่าง AN ANALYSIS OF EDUCATIONAL MANAGEMENT FOR PRESCHOOLERS IN BEST PRACTICE DEMOCRACY SCHOOL UNDER DEMOCRACY SCHOOL PROJECT

Abstract

การวิจัยเชิงคุณภาพนี้มีวัตถุประสงค์เพื่อวิเคราะห์การจัดการศึกษาสำหรับเด็กวัยอนุบาลของโรงเรียนประชาธิปไตยตัวอย่างต้นแบบในโครงการโรงเรียนประชาธิปไตยตัวอย่างใน 2 ด้าน คือ ด้านการบริหาร และด้านการนำไปปฏิบัติ โรงเรียนพหุกรณีศึกษาประกอบไปด้วย 1 โรงเรียนในจังหวัดกรุงเทพฯ และ 5 โรงเรียนในจังหวัดอื่น คือ จังหวัดนครปฐม จังหวัดสุพรรณบุรี จังหวัดราชบุรี จังหวัดชุมพร และจังหวังลพบุรี ผู้ให้ข้อมูลหลัก คือ ผู้บริหาร จำนวน 6 คน ครู 14 คน เก็บรวบรวมข้อมูลด้วย การสัมภาษณ์ การสังเกต และวิเคราะห์เอกสารผลการวิจัยพบว่า

ด้านการบริหาร: 1) การกำหนดแผนงานและนโยบาย ประกอบด้วย การกำหนดวัตถุประสงค์และแนวทางการดำเนินงาน โดยคำนึงถึงพฤติกรรมประชาธิปไตยทั้ง 3 ด้าน คือ คารวะธรรม สามัคคีธรรม และปัญญาธรรม การออกแบบและการจัดลำดับแผนงาน พบว่า มีการเตรียมโครงการเพื่อพัฒนาพฤติกรรมประชาธิปไตยในเด็ก  การนิเทศติดตามการดำเนินงานตามโครงการ พบว่า มีการใช้แบบรายงานเสนอต่อผู้บริหาร และการประเมินผลและสรุปผลการดำเนินงาน พบว่า ประเมินผลจากครูและผู้รับผิดชอบโครงการในรูปแบบการรายงานผล 2) งานด้านบุคลากร ประกอบด้วย การแต่งตั้งคณะกรรมการในโครงการ พบว่า แต่งตั้งคณะกรรมการโครงการ โดยระบุเป็นตำแหน่งและเสนอให้ผู้บริหารทำการอนุมัติ การระดมความคิดแจกแจงหน้าที่รายละเอียดของงาน พบว่า มีการประชุมคณะกรรมการเพื่อกำหนดแนวทางการดำเนินงาน การจัดสัมมนาทางวิชาการ พบว่า ครูได้รับการจัดอบรมโดยทางโรงเรียนเป็นผู้จัดขึ้น มีเนื้อหาหลักของการอบรม คือ การปลูกฝังให้เด็กมีพฤติกรรมประชาธิปไตยสำหรับเด็กอนุบาล และการส่งบุคลากรเข้าร่วมอบรมเพื่อพัฒนาความรู้พฤติกรรมเกี่ยวกับการสอนและการปฏิบัติ ไม่พบว่าผู้บริหารส่งครูในระดับอนุบาลเข้าร่วมอบรมกับหน่วยงานต้นสังกัด 3) งานทรัพยากร ประกอบด้วย การจัดนิทรรศการ พบว่า มีการจัดทำเอกสารแนะนำศูนย์การเรียนรู้ประชาธิปไตย เอกสารประกอบโครงการโรงเรียนประชาธิปไตยตัวอย่าง พบว่า มีการจัดทำแผ่นพับแนะนำโครงการ การจัดเวทีการแสดงและการประกวด ไม่พบว่ามีการจัดในระดับอนุบาล และการจัดฐานกิจกรรมต่าง ๆ ไม่พบว่ามีการจัดในระดับอนุบาล 4) การเงินและงบประมาณ ประกอบด้วย การจัดทำงบประมาณ พบว่า มีการเสนองบประมาณโดยแจกแจงกิจกรรมที่อยู่ภายใต้โครงการและระบุยอดเงิน และการสรุปยอดเงินแจ้งจากแต่ละโครงการ พบว่า มีการสรุปค่าใช้จ่ายโดยแจกแจงจำนวนเงินรายรับและรายจ่าย

ด้านการปฏิบัติ: 1) การจัดการเรียนการสอนประชาธิปไตยในหน่วยการเรียน 2) การฝึกปฏิบัติตามวิถีประชาธิปไตยในโรงเรียน 3) การประยุกต์ใช้และขยายผลประชาธิปไตยในชุมชน 4) การนำหลักประชาธิปไตยมาประยุกต์ในเชิงสร้างสรรค์ มีความคล้ายคลึงกัน มีความแตกต่างกันในรายละเอียดขององค์ประกอบรูปแบบการสอน

The purpose of this qualitative research was to analyse of educational management for preschoolers in best practice democracy schools under the democracy school project in 2 aspects; management and practice. Multiple case studies were examined to review the best practice democracy schools in 2012.  These schoools consisted of one school in Bangkok and one school each in Nakhonpathom, Suphanburi, Ratchaburi, Chumphon and Lopburi provinces in Thailand. The research participants consisted of 6 school administrators and 14 preschooler teachers. The research tools included interview, observation, and documentation. The research results were as follows:

 For the management aspect, it was found that the objective plan and policies consisted of democratic behaviors in 3 aspects which were the respect of rights, fellowship and intelligence fair. In the designing and sequencing of the operational plan, it was found that schools had projects for developing democratic behaviors. In supervising the operation of projects, it was found that teachers concluded the results of the projects by writing the project conclusion reports and reported to them to the school administrators. In evaluating and concluding the projects, it was found that the evaluation was performed by teachers and committees who were responsible for the projects.

The personnel aspect was found to consist of assigning committees by first assigning positions and then asking for approval. Then, brainstorming was practiced in meetings to set up a working plan. They set implementation guidelines for the academic seminars that teachers had been trained for with the school to focus on instilling democratic behaviors in students. The send personnel to attend training to expand their knowledge about the behavior and practice of teaching. Note that the administration sent teachers to kindergartens to attend training agencies. The exhibition has found documentation of democracy center. The democratic school project prepared brochures introducing the democratic school project. The stage of the contest there was no organized in kindergarten. The activities there was no organized in kindergarten. Budgeting found that the proposed budget by activity and specify the amount. A summary report from the project showed the amount of distributions paid including income and expenses.

For the practice aspects, it was found that: 1) The teaching of democracy in the unit 2) Democratic practice in the school 3) the application and extension of democracy in the community 4) bringing democracy to adapt creatively are similarities there are differences in the details of the teaching model.
