Policy Implemantation to Promote Online Purchase Through E-Commerce System

Abstract

           The research objectives were: (1) to study the success in implementing the policy to promote online purchases through E-commerce system; (2) to study the problems and obstacles of Implementing the policy to promote online purchases through E-commerce and (3) to study recommendations for improving the implementation of the policy to promote online purchases through E-commerce systems. The research was qualitative.  This study from key informants by purposive selection from the government personnel who play an important role in driving policy, entrepreneurs and users of electronic commerce systems, totaling 20 people by in-depth interview. Data collection tools included the structured interview forms. The data analysis was performed using descriptive summaries. The results found that 1) problems and obstacles in implementing policies to promote online purchases through E-commerce systems to implement. The results of the research showed that (1) the shortage of personnel (2) some entrepreneurs still do not see the importance (3) the infrastructure to be used (4) the organization that implemented the policy (5) lack of cooperation between agencies and people, (6) the spread of COVID-19, (7) insufficient materials, equipment and tools, and (8) people's lack of confidence and confidence in the commercial system.  2) the success in implementing the policy to promote online shopping via E-commerce consisted of (1) the policy aspect (2) the resource aspect (3) the worker cooperation aspect (4) communication and promotional activities (5) organization and organizational characteristics (6) policy makers/executives and (7) policy environment; and 3) suggestions for improving the implementation of the policy to promote online purchases through E-commerce systems. The results of the research found that (1) there must be sufficient resources; knowledge and skills in academics and legal aspects for policy leaders to implement (3) executives must focus on and support the implementation of the policy (4) improve and develop the country's infrastructure in various fields  (5) prioritize participation. (6) prepare for the preparation of rules, regulations, regulations, laws and agreements; and (7) there should be an ongoing evaluation of the implementation of the policy.
