Abstract

         The research on Roles and Authority of the Committee Attached to the Senate has objectives to: 1) study the scope of authority of the committee in the Senate,
2) study the roles of the committees attached to the Senate, and 3) propose guidelines for the committee in the Senate in complying with authority and duties. This is a qualitative research study that utilizes documentary analysis and in-depth interview with 18 individuals comprising of 6 academicians, 6 individuals who are the heads of
the committees, and another 6 persons who are the committee officials. The results showed that: 1) the committees are organizations within the Senate in which they are chosen from the senators or experts who are not a member of the Senate. The committees were established to investigate or study any matter as assigned by the Senate. After the task has been accomplished, they have to report to the Parliament. 2) The roles of the committees involve the consideration of legislative drafts, listening to the opinions of the public, and convey the problems or needs of the people to the Senate. 3) The guidelines for complying with authority and duties included the use of discretion and law enforcement of the committees must not deprive or undermine right and liberty of people in accordance with the Constitution of Kingdom of Thailand and rule of law. The committees should have required resources including officers, research articles, as well as technology in performing their responsible duties with effectiveness and being able to deliver the report to the Senate in good time.
