This research article presenting a study of the results of strategic development of local government organizations (outstanding), case studies of local government organizations. In Phayao Province the objectives are to 1) study the formulation of a development strategy that achieves results, 2) study factors affecting the results of operations according to the development strategy, and 3) find guidelines for development according to the strategy to focus on achieving results. It is a qualitative research using content analysis methods and used structured interviews using the IOC formula to check the quality of the research tools, Interview key informants by means of specific selection that is Local Administrators, Officials belonging to Local Government Organizations and related people, case study of 6 locations, 30 people.
The results of the research found that 1) The process of formulating strategies and putting strategies into practice to achieve results in Phayao Province has 7 steps as follows: (1) Policy and vision analysis (2) Data collection and analysis (3) Setting operational plans, (4) Setting strategies, (5) Taking action and learning, (6) Creating ownership, and (7) Expanding operational results. 2) There are 5 factors that lead to achievement as follows: (1) Executives with an open vision, Strong and excluding power. (2) Participation of people in the area (3) Good relationship between the administration and the local garden administrative organization council (4) Change leadership and (5) Skills, knowledge and abilities of Officials Worker and 3) Guidelines for developing strategies of Local Government Organizations that have achieved results in Phayao Province. From the synthesis of the results of interviews and small group meetings, the FGCE model has elements including: (1) Setting strategies and leading strategies to results (2) Government strategic planning, (3) Components that lead to results and (4) evaluating the results of government agencies.
