Abstract

The study’s main objectives are: 1) To study the level of the participation of government personnel in the development and transformation to digital organization. 2) To study the problem and obstacle that impact the participation of government personnel in the development and transformation to digital organization. 3) To study the guideline of the participation of government personnel in the development and transformation to digital organization. This is quantitative research. The data were


collected from a sample group of government personnel who worked at National Intelligence Agency that total of 260 people Taro Yamane's sample size was determined using the random sampling principle. Collect all the information as needed without any definite rules. Using an online questionnaire and analyzed the data by finding mean and standard deviation. As well as proving the research hypothesis. The study found that: Factors Affecting the Participation of Government Personnel as a whole, had a high average Mindset has the highest average. The problem and obstacle are 1) Some computer equipment is old. 2) Old public relations channels do not cover the organization. 3) Providing training in digital skills is not as consistent. 4) The use of information systems has complexity. 5) There was no official meeting of all lines of work to discuss. 6) The system design is still redundant. Suggestions for guidance 1) Invest in changes in new technology. 2) Set as an indicator for developing personnel potential. 3) There should be a meeting to discuss with all sectors. 4) Training should be organized to build digital knowledge in various skills periodically 5) Newly developed systems should be publicized through online channels. 6) The important thing is organizational leaders should be an example of how technology is used.
