Developing the potential of participatory group management to enhance the grassroots economy of local fishermen in Nong-Chik District, Pattani Province

Abstract

The objectives of this research are: 1) to determine the levels of factors contributing
to the development of participatory group management capacity among local fishermen in
Nong Chik District, Pattani Province; 2) to establish mutually accepted practices among the
local fishermen groups in Nong Chik District, Pattani Province; and 3) to create a participatory
group management capacity development model to enhance the grassroots economy of local
fishermen groups in Nong Chik District, Pattani Province. This research employs a mixed-
method approach, comprising quantitative and qualitative research. The quantitative research
is used to identify the factors affecting the development of participatory group management
capacity among local fishermen in Nong Chik District, Pattani Province, while the qualitative
research is used to establish mutually accepted practices among the local fishermen groups
and to create a participatory group management capacity development model to enhance
the grassroots economy of local fishermen groups in Nong Chik District, Pattani Province.

The findings are as follows: 1) The level of factors contributing to the development of
participatory group management capacity among local fishermen in Nong Chik District, Pattani
Province, with the highest average component level, is the group's working methods, which
are at a low component level (average = 1.8526); 2) The establishment of mutually accepted
practices among the local fishermen groups involves using the "Hukum Pakat" (community
rules) process to seek cooperation. If there are violations, there will be admonishment and a
collective resolution involving representatives of the relevant group leaders; 3) The
participatory group management capacity development model to enhance the grassroots
economy involves training to develop leadership skills among group leaders and
representatives of local fishermen groups, improving teamwork skills, collaboratively designing
and planning group activities, and organizing study visits and experience exchanges with other
local fishermen groups.
