Study of Internet Cafe situations for improving to be a community learning center: A case study of Game/Internet Cafes in Bangphee District, Samutprakran Provinces

The research tile “Study of Internet Cafe situations for improving to be a community learning center : A case study of Game/Internet Cafes in Bangphee District, Samutprakran Provinces has objective of studying the operation of game/internet cafes whether they have the characteristics of a community learning center. This study focuses on three main elements: the operation of the cafe on the basis of the Film and Video Act 2008, use of Information and Communication Technology (ICT), and the cafes environment that boosts a community learning center. They study used questionnaire to collect data from 55 game/internet cafes that have registered with the Provincial Culture council in 6 sub-districts in Bangphee district, Samutprakran province, and also the observation by researchers. The data were analyzed with descriptive statistic One – way ANOVA (F – Test). The results of the study show that the game/internet cafes that were registered with the Cultural Center of Samutprakran province in Bangphee district, Samutprakran province have the characteristics of a community learning center. 1) The cafe in each sub-district have operated the cafes regarding the Film and Video Act 2008 was not significant using a critical alpha of .01 (F = 18.52, p = 0.00). The cafes Bangpla sub-district had the average of practice highest at 21.13. 2) Use of ICT for the cafes the cafe in each sub-district was significant using a critical alpha of .01 (F = 2.36, p = 0.05). The cafes Bangphee sub-district had the average of practice highest at 14.00. 3) The cafes in each sub-district located at the environment that underpin a community learning center was not significant using a critical alpha of .01 (F = 34.51, p = 0.00). The cafes Bangkaew sub-district had the best environment. 4) Availability of the cafes in each sub-district to improve the cafes to be a community learning center was significant using a critical alpha of .01 (F = 0.37, p = 0.87). The cafes Bangcharong sub-district had the average of the availability at 9.18. However, compared with the community learning center standard of Ministry of the Interior and well-known learning center, most the game/internet cafes are located in the environment that do not underpin the community learning center. They need to be adjust some environment for being a community learning center.
