Strategy Development for Local Development Plan to Support Thailand 4.0 of Local Administrative Organization, Kamphaeng Phet Province

Abstract
This research aims to study the condition, related and success factors, strategic development and evaluation of the local development plan process. A Combination of qualitative and qualitative methods were used in this research. The stratified sampling data collection was used and the data was obtained from 436 questionnaires, group discussions, interviews, workshops, expected-based seminar and strategic assessment. The statistics used in the qualitative past were frequency distribution, percentage, mean, standard deviation and the content analysis was used in the qualitative port.
The findings from the survey of conditions and problems in 8 areas of local development plan process reveals the top 3 conditions, which the most responses, namely, the participation in congregation meeting to acknowledge locals’ problems and needs (83.72%), monitoring and evaluation of the plan as a result of the committee meeting (83.49%), and the management of local development plan in terms the effective of the leader (73.62%), respectively.
Regarding the local development plan problems, the results show the top two problems with the highest average values, namely, the inability of an effective budget allocation ( = 3.85) and a lack of participation in the meeting to propose local’s problem ( = 3.80), respectively.
In terms of related factors, the executives have the highest average among 5 aspects and in the top three of the highest average value of internal factor. Regarding external factors, the users and technology factors are the top two with highest average value.
As for the guidelines are success factors of local development plan preparation, the results show the executives are the key driving factor. The compliance of rules and regulation, the external coordination and local community are essential for driving local development.
As a result of qualitative research, we obtain the local development strategy, which consists of 8 strategies and from the evaluation of the strategies mentioned above, it was found that the strategies are consistent with the vision, shared values, missions, goals, strategic issues at the highest level (= 4.52) and the strategy is appropriate. Possibility and acceptance at a high level ( = 4.35).
