กระบวนการบริหารความเสี่ยงทั่วทั้งองค์กรในสถาบันอุดมศึกษาของรัฐ

บทคัดย่อ
การศึกษาเชิงคุณภาพครั้งนี้ มีวัตถุประสงค์เพื่อศึกษากระบวนการบริหารความเสี่ยงทั่วทั้งองค์กรของสถาบันอุดมศึกษาของรัฐ สังกัดสำนักงานปลัดกระทรวงการอุดมศึกษา วิทยาศาสตร์ วิจัยและนวัตกรรม โดยมีผู้ให้ข้อมูลสำคัญที่ผู้วิจัยใช้วิธีเลือกแบบเจาะจง จำนวน 9 คน ซึ่งเป็นผู้เชี่ยวชาญในสถาบันอุดมศึกษาของรัฐเกี่ยวกับกระบวนการบริหารความเสี่ยงแบบทั่วทั้งองค์กร เก็บรวบรวมข้อมูลใช้การสัมภาษณ์เชิงลึก ด้วยแบบสัมภาษณ์กึ่งโครงสร้างที่เกี่ยวข้องกับกระบวนการการบริหารความเสี่ยงทั่วทั้งองค์กร การวิเคราะห์ข้อมูลใช้การวิเคราะห์เนื้อหา ผลการวิจัยพบว่า กระบวนการบริหารความเสี่ยงทั่วทั้งองค์กรของสถาบันอุดมศึกษาของรัฐ 4 ด้าน ให้ความสำคัญกับการบริหารความเสี่ยง 5 องค์ประกอบดังนี้ 1) ด้านการจัดการสถาบันในลักษณะของการมีธรรมาภิบาล ให้ความสำคัญกับ 1 องค์ประกอบ คือ การกำกับดูแลกิจการและวัฒนธรรมองค์กร 2) ด้านการจัดการงบประมาณ ให้ความสำคัญกับ 4 องค์ประกอบ ได้แก่ การกำกับดูแลกิจการและวัฒนธรรมองค์กร กลยุทธ์และการกำหนดวัตถุประสงค์องค์กร ผลการดำเนินงาน และการทบทวนและการปรับปรุงแก้ไข 3) ด้านการจัดการแผนกลยุทธ์ของสถาบัน ให้ความสำคัญกับ 4 องค์ประกอบ ได้แก่ กลยุทธ์และการกำหนดวัตถุประสงค์องค์กร ผลการดำเนินงาน การทบทวนและการปรับปรุงแก้ไข และสารสนเทศ การสื่อสาร และการรายงาน และ 4) ด้านกระบวนการตัดสินใจของผู้บริหาร ให้ความสำคัญกับ 3 องค์ประกอบ ได้แก่ การกำกับดูแลกิจการและวัฒนธรรมองค์กร การทบทวนและการปรับปรุงแก้ไข และสารสนเทศ การสื่อสาร และการรายงาน
