Ethnic Diversity with ASEAN Community: Problems and Considerations

บทคัดย่อ

This academic article aims to explain the ethnic diversity in Thailand and to gather related problems. The author presents 4 aspects for consideration: ethnic diversity, respect for human rights, history of ethnicity, and the participation process at all levels. This effort aims at achieving a common practice and ability to coexist in accordance with the new public administration concept upheld with the philosophy of social justice. That is, people of different ethnic groups should equally receive public services.

ความหลากหลายทางชาติพันธุ์กับประชาคมอาเซียน: ปัญหาและข้อพิจารณา

บทความวิชาการนี้มีวัตถุประสงค์เพื่ออธิบายความหลากหลายทางชาติพันธุ์ในประเทศไทยและประมวลปัญหาต่างๆ ที่เกิดขึ้นโดยผู้เขียนได้นำเสนอประเด็นข้อพิจารณา 4 ประการ ได้แก่ ความแตกต่างทางชาติพันธุ์ การเคารพสิทธิมนุษยชน ประวัติศาสตร์ของชาติพันธุ์และกระบวนการมีส่วนร่วมทุกระดับเพื่อให้เกิดแนวปฏิบัติร่วมกันและสามารถอยู่ร่วมกันได้สอดคล้องกับหลักในทางรัฐประศาสนศาสตร์ความหมายใหม่ที่ยึดถือปรัชญาความยุติธรรมทางสังคมว่า ประชาชนทุกคนที่ชาติพันธุ์แตกต่างกันควรได้รับบริการสาธารณะอย่างเท่าเทียมกัน
