ปัจจัยที่มีผลต่อการมีส่วนร่วมของชุมชนในการอนุรักษ์ ทรัพยากรป่าไม้ : บ้านคลองทราย ตำบลวังน้ำเขียว อำเภอวังน้ำเขียว จังหวัดนครราชสีมา

บทคัดย่อ

การวิจัยมีวัตถุประสงค์เพื่อศึกษาสภาพเศรษฐกิจและสังคม ปัจจัยที่มีผลต่อการมีส่วนร่วมของประชาชน ตลอดจนปัญหา และอุปสรรคในการอนุรักษ์ทรัพยากรป่าไม้ โดยสัมภาษณ์กลุ่มตัวอย่าง 65 ครัวเรือน ซึ่งผลการศึกษาพบว่าหัวหน้าครัวเรือนตัวอย่าง ส่วนใหญ่เป็นชายอายุเฉลี่ย 48 ปี จบการศึกษาระดับประถมศึกษามากที่สุด และอพยพย้ายมาจากถิ่นอื่น อาชีพหลักคือทำไร่ ส่วนปัจจัยที่มีผลต่อการมีส่วนร่วมของชุมชนในการอนุรักษ์ทรัพยากรป่าไม้อย่างมีนัยสำค้ญทางสถิติที่ระดับ 0.05 ได้แก่ เพศ ระดับการศึกษา การใช้ประโยชน์ทรัพยากรป่าไม้ และทัศนคติของประชาชนที่มีต่อผู้นำชุมชน ส่วนปัญหาและอุปสรรคในการอนุรักษ์ทรัพยากรป่าไม้ของชุมชน พบว่า มีสาเหตุทั้งที่เกิดจากประชาชน เช่น ประชาชนไม่สามารถเข้าร่วมกิจกรรมอนุรักษ์ป่าไม้ได้อย่างเต็มที่เพราะต้องประกอบอาชีพเพื่อความอยู่รอด และสาเหตุที่เกิดจากหน่วยงานราชการขาดความจริงใจที่จะช่วยเหลือประชาชน ดังนั้นการจะทำให้การอนุรักษ์ทรัพยากรป่าไม้ของชุมชนบ้านคลองทรายสัมฤทธิ์ผลได้นั้น หน่วยงานภาครัฐต้องทบทวนกระบวนการทำงานที่ผ่านมา รวมถึงสร้างความเข้าใจกับชุมชนให้เห็นความสำคัญของการอนุรักษ์ทรัพยากรป่าไม้ และสนับสนุนประชาชนให้เข้ามามีส่วนร่วมกับหน่วยงานภาครัฐมากขึ้น พร้อมทั้งประสานความร่วมมือกับหน่วยงานอื่น ๆ เพื่อส่งเสริมให้ประชาชนมีคุณภาพชีวิตที่ดีขึ้น เช่น การสนับสนุนให้ประชาชนประกอบอาชีพเสริม หรือการพัฒนาระบบสาธารณูปโภค เป็นต้น ซึ่งการดำเนินการดังกล่าวเป็นแนวทางที่จะ ทำให้การอนุรักษ์ทรัพยากรป่าไม้เกิดความยั่งยืนอย่างแท้จริง

ABSTRACT

The research aimed to study social and economic conditions, related factors that affect the community's partici­pation in forest conservation activities and to study the problems and obstacles. The study was conducted through inter­view sixty-five families in Klongsai Village, Wang Nam Khiao Sub-district, Wang Nam Khiao District, Nakhon Ratchasima Province. It was found that most household of the samples were male. The average age was 48 years old. Almost all of them were immigrants and had graduated from primary school. The main career was growing crops. Factors affecting community's participation in forest conservation activities were gender, education, benefit from forest use and the villager's attitude towards their leader with statistical significance level at 0.05. Problems and obstacles were caused by both villagers (e.g., they could not give all their best in forest conservation because they had to struggle for food and shelters), and government agencies (e.g., they were not sincere in helping villagers prolong their conservation campaign). To conserve forest resources in Moo Ban Klongsai, government organizations should reconsider their previous performances and enhance local people's awareness in forest resource conservation and supporting more cooperation between government organizations and local community and connecting other government sectors. It could be expected that to reach enduring forest conservation, government sectors should provide local people long term occupations, health services and infrastructure to ensure that they will not illegally encroach forest resources in the future.
