Administrative factors and management processes affecting functional competencies of the head of health center in Kalasin province

Abstract

 This cross-sectional descriptive research was aimed to: 1) to study chiefs’ competency of health center in Kalasin province; 2) to study such factors and process affecting these chiefs’ competency. The number of 131 administrator of health center constituted the sample for this study. The instrument used for this research is questionnaire there are 4 parts, part1: personal information, part 2: management factors, part 3: management process, part 4: operational performance which part 2 - 4 is rating scale for 5 levels. Validity of questionnaire was checked by 3 experts. Try out with 30 persons for reliability, have reliability in overall of questionnaire was 0.944, the management factors were 0.962, management process were 0.962 and the operational performance of _administrator of health center was 0.979.

       Finding: by equipm Overally, the chief’s competency in 15 aspects was found at high level ( =4.18, S.D.=0.63). In detail consideration, budget aspect was the highest ( =4.45, S.D.=0.65), followed ent aspect while the least was the successful analysis of organization by PCA ( =3.89, S.D.=0.60).

       Factors relating to the operational performance of administrator of health center in Kalasin Province was found overally at low relationship in personal characteristics, i.e, sex (r=0.299, p-value<0.001), marriage status (r= -0.275, p-value<0.001) duration as administrator of health center (r=0.178, p-value<0.042). It was found the moderate relationship to management factors,i.e,man power (r=0.683, p-value<0.001), budget (r= 0.425, p-value<0.001), equipment (r=0.408, p-value<0.001), high relationship in management process, planning (r=0.796, p-value<0.001), organizing (r=0.888, p-value<0.001) personal administrating (r=0.869, p-value<0.001), directing (r=0.859, p-value<0.001) and supervising (r=0.734, p-value<0.001) respectively.

       Factors that effect to operational performance of administrator of health center in Kalasin Province included organizing (p-value<0.001), planning (p-value<0.001), personnel administrating (p-value<0.009) and directing (p-value<0.014).
