An evaluation of prehospital medical system management of the primary emergency unit under local administrative organizations in Roi Et province

Abstract

 Thus this study aimed to evaluate the prehospital medical system management of the primary emergency operation units under the local administrative organizations using the CIPP Model. The instruments used for collecting quantitative and qualitative data were a questionnaire, observations, in-depth interviews, focus group discussion, and lesson transcriptions. The sample consisted of 3 people from the personnel under the office of Roi Et Emergency Medical Service System, 64 administrative committee members of the primary emergency operation units under local administrative organizations and from a group of community leaders, and a group of 245 accident service users, obtained using the simple random sampling technique. The study was conducted from January to October 2005. The statistics used for analyzing the collected data were percentage, mean, and standard by means of a descriptive analysis.

       The findings revealed that the service users evaluated in context for prehospital medical system management of the emergency operation units under the local administrative organizations that the system was appropriate and congruent with the way of life beliefs in the aspects of illness and community economy. It was helpful service with law and regulations to help in operation of establishment of emergency operation of establishment of emergency operation units. Although there were not sufficient volunteers, other groups of volunteers could primarily help patients well before the major life rehabilitee unit could arrive at the accident scene. When the service users evaluated in the aspect of input, it was found that people participation was an important thing which could support with adequate budgets, materials and supplies. The service users evaluated in the aspect of process and they found that the system of case notification and communication in number easy to remember and which could communicate through several channels including telephone communicative radio, public relations and could cover media in various forms. They included billboards for public relations, village news broadcasting towers, public health officers and a group of Village public health volunteers. Most of the service users knew the information from the public health officers the most (88.1 percent). The service users evaluated in the aspect of product and found the prehospital medical system management of the emergency operation units under standard local administrative organization decreased mortality and disability with convenience and rapidity, causing the service users showed their satisfaction with the emergency medical system at a highest level, and they wanted it have this service system in continuity.
