Abstract

This research aims to study approaches to mobilizing educational resources for small schools, and to examine guidelines for mobilizing educational resources for small schools. The sample used in this research consisted of 177 school administrators and teachers from small schools. selected using stratified random sampling based on educational area, 8 key informants were purposively selected for a focus group discussion. The research instruments included a five-point Likert-scale questionnaire with a content validity between 0.67–1.00 and a reliability coefficient of 0.83, together with focus group discussion protocols. Data were analyzed using percentage, mean, standard deviation, and content analysis. The findings revealed that: 1) The mobilization of educational resources in small schools is at a high level overall and in each aspect. Ranked from highest to lowest average value, it is: funding/budget, management, personnel, and materials/equipment. 2) The guidelines for educational resource mobilization included for aspects: 2.1) Personnel Aspect: Educational institutions should maintain up-to-date personnel information systems to facilitate appropriate workforce planning. They should establish collaborative networks with government agencies, private sector organizations, higher education institutions, communities, and alumni to obtain support in terms of personnel and experts. 2.2) Financial and Budgetary Aspect: Educational institutions should systematically plan and set objectives for budget utilization based on surveys and analyses of the institutions’ needs. 2.3) Materials and Equipment Aspect: Educational institutions should conduct needs assessments regarding materials, equipment, and technology in order to plan procurement that is consistent with instructional management. They should establish collaborative networks with government agencies, private sector organizations, communities, and alumni to obtain support in terms of educational materials, equipment, and technology. And
2.4) Management Aspect: Educational institutions should establish collaborative networks with government agencies, private sector organizations, and community organizations to support and jointly promote educational development on a continuous basis.
