The Development of Training Materials for Competency-Based Training and Assessment of Dangerous Goods

Abstract

This Article aimed to 1) identify the training needs of participants in the Dangerous Goods course based on the competency-based approach; 2) develop training materials for the Dangerous Goods course following the competency-based model; and 3) create a prototype of instructional media applicable to competency-based training. This study employed a Research and Development (R&D) design. The researcher used purposive sampling to select 20 participants who had prior experience in the Dangerous Goods course for ground service personnel. Data were collected through interviews and analyzed using content analysis to identify key themes. The findings were then used to develop training materials aligned with the research objectives. Data collection was conducted between May and December 2024.

The results revealed that 1) participants required training content aligned with the International Air Transport Association (IATA) Dangerous Goods Regulations Manual. 2) The training media developed using a competency-based approach was found to possess a moderate level of difficulty and discrimination index. 3) The prototype instructional media received a high satisfaction rating from trainees. Moreover, a statistically significant difference (p < 0.05) was found between the pre-training (mean = 55.83) and post-training scores (mean = 98.33), indicating the effectiveness of the prototype course in enhancing learning outcomes. The findings suggest that this model holds promise for future instructional development to further enhance training value
