GUIDELINES FOR DETERMINING THE QUALIFICATIONS OF ADMINISTRATORS OF LOCAL GOVERNMENT ORGANIZATIONS SUBDISTRICT ADMINISTRATIVE ORGANIZATION LEVEL

Abstract
This research article to study guidelines for determining the qualifications of administrators of local government organizations at the sub-district administrative organization level which considers the problems 1) determining the minimum qualifications of those eligible to run for election as administrators or 2) having previously been a member of the subdistrict council local council member local administrators or member of parliament : This research is qualitative research based on concepts theories legal documents.
The research results found that since the Subdistrict Council and Subdistrict Administrative Organization Act B.E. 2537 amended (No. 5) B.E. 2019 section 58/1 has provisions for those who have the right to run for election as president of the subdistrict administrative organization Must have the qualifications and not have prohibited characteristics according to the law governing the election of local council members or local administrators and must have the qualifications 1) Have completed at least high school or equivalent While determining the minimum qualifications of the president of the provincial administrative organization the mayor and the governor of Bangkok and mayor of Pattaya City must have educational qualifications of not less than a bachelor's degree or equivalent : This is because local administrators who have knowledge will be able to manage the local area to meet the objectives of the people well and will be the basis for the development of education for local people 2) Used to be a member of the subdistrict council : local council : member local administrators or member : Those who have such experiences may have educational development. Therefore it is proposed to make additional amendments Subdistrict Council and Subdistrict Administrative Organization Act B.E. 2537 amended (No. 5) B.E. 2019 section 58/1 “(2) graduated with not less than a bachelor's degree or equivalent”
