The impact of inaccessibility to government welfare among informal workers during the Covid-19 Situation: a case study of Pattaya City, Chonburi

The objectives of this research were 1) to study the impact of inaccessibility to government welfare among informal workers during the Covid situation and 2) to study the guidelines for organizing access to government welfare for informal workers during the Covid situation. In this research, the researcher used a qualitative research method by collecting data from a sample group. The research instrument was an in-depth interview using open-ended questions. The key informants consisted of 15 informal workers who were affected during the COVID-19 situation in Pattaya City, Chonburi province regardless of their occupation.
The research results showed that 1) the impact of inaccessibility to government welfare among informal sector workers during the Covid Situation is caused by the inaccessibility of government welfare in which most people in the area have insufficient income compared to their expenses. Thus, they need to borrow money at high-interest rates or sell personal property to take care of their families. The inaccessibility to government welfare is caused by the fact that public relations of the government are not clear and not thorough. This leads to information misunderstanding, including complicated document processes, which result in the decision not to participate. Additionally, local government officials or community leaders lack a good communication system and the current application system is complicated. 2) In terms of guidelines for organizing access to government welfare for informal workers during the Covid situation, it was found that, firstly, the government's policy on the management of the COVID-19 situation must be clear and able to build confidence in working and life safety. Secondly, the government should have systematic and integrated management. Thirdly, there should be a thorough survey of all areas in order to provide equal and equitable allocation of welfare for the poor. Fourthly, the registration form and filing of documents should be clearly defined when applying for welfare benefits. Fifthly, the use of application for registration should be modified into bank account transfers directly to eligible persons. And, sixthly, welfare agencies that are responsible for informal workers in various communities should be established in order to provide easier and more convenient accessibility.
