The problem of the participation of municipal employees in the preparation of local development plans Pak Nam Tharu Subdistrict Municipality, Ranong Province

Abstract

         This research has objectives to 1) study the participation problem of municipal employees in preparing the local development plan, Pak Nam Ta Rua sub-district municipality, Ranong province, and 2) propose the participative guidelines for municipal staff in preparing local development plans, Pak Nam Ta Rua sub-district municipality, Ranong province. This is qualitative research in which the in-depth interview is conducted with 17 key-informants.

          The results showed that 1) the decision issue, the municipal officers cannot make a prompt decision, they must gather relevant information in order to forward to higher administration for analysis. The solution is to provide an opportunity for employees to participate in decision making by collecting all of the information needed. 2) The operative issue, the problem laid with the inconvenient transportation both on land and on the water, such as Koh Sinhai and Koh Lao. Sometimes, there are thunderstorms. Most of the areas are contiguous with the forest that comes with rules and regulations. The solution is to coordinate with relevant units in an integration manner in order to proceed according to the objectives. 3) The beneficial issue, the problem is an incomplete information due to the unavailability of the people. The solution is to organize a meeting in a community to gather all data needed to prepare a local development plans. 4) The evaluation issue, the encountered problem is lack of participation from people since they do not understand the working process. The solution is to let the people become an evaluation committee member.
